<br /> <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to adopt <br />Council Bill 5067, an ordinance amending the Eugene-Springfield Metropolitan Area <br />General Plan (Metro Plan). PASSED 6:2, councilors Taylor and Brown opposed. <br /> <br />6. WORK SESSION: Disposition of Surplus Property <br /> <br />Community Development Division Manager Mike Sullivan provided an overview of the proposal <br />to sell the City-owned property at 8 Avenue and High Street to the owners of the Shedd. <br />th <br /> <br />Council Discussion: <br /> <br />There was general agreement that the Shedd is a great community partner and its <br /> <br />expansion plans are in keeping with downtown goals and vision. <br /> <br />Concerns were expressed about the process used to sell the property; some felt that an <br /> <br />open, competitive Request for Proposals (RFP) process should have been used. <br /> <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor moved to <br />authorize the City Manager to enter into a purchase and sale agreement with the Shedd <br />Institute for the Arts for the disposition of the quarter-block property located at 8 <br />th <br />Avenue and High Street consistent with the terms and conditions included in <br />Attachment B.
