Appropriate expenditures for these types of funds are <br />defined in Eugene Code for assessments, and in State law for systems development charges. I have <br />conferred with Public Works Department staff who report that such an expenditure of assessment or <br />system development charges for the OSLC sign replacement would not be consistent with the policies <br />and regulations regarding the use of such funds. Public Works Department staff also has concerns <br />about the precedent of using City funds to pay for, or help off-set, the private costs to a private <br />business due to a street name change, and staff notes that the street improvement and the street <br />renaming are two separate projects. Planning Division staff notes that the City, U.S. Post Office, and <br />the 911 emergency center will implement the street name change over a one-year transition period by <br />recognizing both old and new addresses so as to minimize the cost and inconvenience of the transition. <br /> <br />Planning Division staff will include your letter of funding request to the City Council in regards to the <br />public hearing for the proposed street name change to be held May 8, 2006, City Hall Council <br />Chambers, 777 Pearl Street. The council's meeting begins at 7:30 p.m. and will have other items on <br />the agenda.
