<br />action item listed in the Whiteaker Plan (see attachment), and the street name Shelton McMurphey Blvd. <br />is supported by staff from the interjurisdictional Road Naming Committee. <br /> <br />Staff review of comments regarding alternate street names discussed by the commission is provided in <br />Attachment D. These names were reviewed by the Road Naming Committee, a committee of <br />interjurisdictional staff that reviews new street names in Lane County. The committee consists of staff <br />from the 9-1-1 Emergency Communications Center, Eugene Police Department, United States Postal <br />Service, City of Eugene Public Works Department, Lane County Land Management, and planners from <br />other Lane County cities. Also attached are Suggested Road Naming Guidelines for Lane County, <br />Oregon in the Staff Report to the Planning Commission. <br /> <br />Staff review comments note that use of Shelton Boulevard could cause confusion and adversely affect <br />the provision of key urban services to properties located along the street because Shelton Avenue is an <br />existing street name in southwest Eugene. The use of the street name Shelton McMurphey Blvd. would <br />be acceptable since McMurphey is not in use as a street name. <br /> <br />Public testimony received since the Planning Commission’s public hearing has been received from the <br />Whiteaker Community Council on April 24, 2006, which supports the use of Shelton McMurphey Blvd. <br />th <br />On April 10, 2006, testimony was received from the Oregon Social Learning Center (OSLC), 160 E. 4 <br />Avenue, one of the affected properties. OSLC does not oppose the street name request, but OSLC <br />renewed its previous request, dated December 15, 2005, to the City Manager, for reimbursement to <br />cover the cost ($185) of changing its building address sign. Staff responded that public monies <br />rdth <br />associated with street projects cannot be spent on private property. Project funding for the 3/4 <br />Connector street improvements came from assessments and systems development charges and such <br />funding sources cannot be used for private property improvements. Staff would also note that the City, <br />U.S. Post Office, and the 9-1-1 emergency center will implement the street name change over a one-year <br />transition period, minimizing the inconvenience and confusion by recognizing both old and new <br />addresses during that time. <br /> <br />th <br />The street name change will affect three property addresses. As noted above, OSLC, 160 E. 4 Avenue, <br />th <br />does not oppose the street name change proposal. Down To Earth Distributors Inc., 150 West 4 <br />Avenue, has not provided testimony to-date on the proposal, and the property owner (Virginia <br />th <br />Mercereau) and one resident (Veronica Moyer) of the apartment building located at 1 West 4 Avenue <br />have objected to the proposed street name change. <br /> <br /> <br />RELATED CITY POLICIES <br />Oregon Revised Statutes (ORS 227.120) provides the procedure and criterion for renaming streets. <br />Consistent with that procedure, the Eugene Code provides the following criterion for a Street Name <br />Change application: <br /> <br />EC 9.8485 Street Name Change Approval Criteria: The planning commission shall recommend, and <br />the city council shall approve an application for a street name change upon determining that a <br />proposed renaming is in the best interest of the city. <br /> <br />The subject street is within the boundaries of the Whiteaker Plan.
