<br />Written Statement for Street Name Change Application <br />Renaming of 3rd/4th Connector (SC 06-1) <br /> <br />On December 12,2005, the Eugene City Council unanimously passed a motion directing the <br />City to initiate the required process for renaming the "3rd/4th Connector" to "Shelton <br />Boulevard". The affected street segment runs from the intersection of3rd Avenue and Lincoln <br />Street to the intersection of 4th Avenue and Pearl Street, and was recently improved to City <br />standards. As part of the application materials, this written statement intended to provide basic <br />information about the proposed street name change. Related maps showing the street segment <br />proposed for renaming and affected properties along the street are also attached for reference. <br /> <br />A street name change is subject to the procedural requirements of the Type IV application <br />process at Section 9.7400-9.7455 of the Eugene Code (EC), as well as statutory provisions for <br />renaming streets. After public notice and referral of the application for comments from affected <br />service providers and public agencies, City staff will prepare a report on the proposed street <br />name change to be initially considered at a public hearing before the Eugene Planning <br />Commission. The Planning Commission will then forward a recommendation to the City <br />Council, and a second public hearing will be held before Council takes action on the proposed <br />street name change. <br /> <br />The approval criteria for a street name change, at EC 9.8485, requires that the Planning <br />Commission shall recommend, and the City Council shall approve an application for a street <br />name change upon determining that a proposed renaming is in the best interest of the City. <br />Through the City Council action to initiate this street name change process, it can be concluded <br />that at least in principle, the concept of renaming the "3rd/4th Connector" is in the best interest of <br />the City as required by the approval criteria. However, upon referral and public notice of the <br />proposed street name change, additional information from affected service providers and other <br />public comments will need to be weighed in the evaluation. In addition to the approval criterion <br />described above, it is noted that general street name change requirements are further addressed at <br />EC 9.8475-9.8490 (also see ORS 227.120). <br /> <br />Please also refer to the application file for letters from representatives of the Shelton- <br />McMurphey-Johnson House requesting and supporting City action for a street name change. A <br />brief narrative on the approximate history of the 3rd/4tli Connector, excerpts from the adopted <br />Whiteaker Plan related to the proposed street name, and the City Council minutes reflecting the <br />motion to initiate a street name change from "3rd/4th Connector" to Shelton Boulevard", are also <br />included in the application for relevant background information. <br /> <br />11 <br />
