Encourage reduction of through traffic on non-arterial streets within the Whiteaker <br />neighborhood. <br /> <br />4.1 Explore ways to further reduce through traffic on Blair Boulevard, Van Buren <br />Street, 1st Avenue, 3rd/4th Avenue, High Street between 3rd and 4th Avenues, <br />and 3rd Avenue between Mill and Pearl Streets. (This strategy is not meant to <br />discourage improvements to the 3rd/4th Avenue or to discourage transit use on the <br />identified streets. Refer to Policy 9 on page 34.) <br /> <br />5. Maintain and improve the operation of the street system to facilitate circulation <br />within the neighborhood. (Refer to map titled, "Street Improvements" on page 64. As development occurs and whJn The unimproved se~tion <br />of the road is improved, the design of the road should include sidewalks, bike <br />lanes, one travel lane in each direction, correct alignment at the west end, and <br />parking bays. . It should promote low speed travel and include design treatments <br />for this effect as well as compatibility with the surrounding development. Steps <br />should be taken to prohibit this route from becoming a major attraction for east- <br />west through traffic and an alternative to 6th and 7th Avenues. Through trucks <br />would continue to be restricted. (Refer to Policy 9 on page 34.) <br /> <br />Traffic Safety /Truck Traffic <br /> <br />6. Encourage through truck traffic within the Whiteaker neighborhood to use <br />designated truck routes and facilities and discourage use of residential streets. <br /> <br />6.1 Improve signing and enforcement of truck routes as well as truck prohibitions. <br /> <br />6.2 Provide information to trucking companies regarding appropriate truck routes. <br /> <br />7.
