EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />4.0 SPECIFIC REQUEST <br />The subject property is designated Heavy Industrial, High Density Residential, Mixed Use, and <br />Parks and Open Space by the Eugene-Springfield Metropolitan Area Plan (Metro Plan) Diagram. <br />The subject property is zoned Public Land (PL), Light-Medium Industrial (I-2), Heavy Industrial (I-3), <br />and Special District (S-W, Whiteaker Special Area Zone) by the City of Eugene Zoning Map with <br />portions of the property having Site Review (/SR), Transit District (/TD), and Water Resources <br />(/WR) overlay zoning. <br />As noted in Section 2.1, the proposal is a concurrent request for approval of a Metro Plan <br />Amendments, Refinement Plan Adoption, Refinement Plan Amendments, Code Amendments, Zone <br />Change, and Willamette Greenway Permit application. <br />Each of the individual land use components is described below. Findings of compliance with <br />applicable policies, approval criteria, and standards are provided in Section 5.0 Approval Criteria <br />and Standards. <br />▪ <br />Metro Plan Amendments <br /> The proposal involves a Type II Metro Plan Amendments application pursuant to EC <br /> <br />9.7700(2)(a) to change the plan diagram designation of three (3) parcels within the subject <br />site from Heavy Industrial and Parks and Open Space to Mixed Use and apply the Nodal <br />Development Area Overlay designation to five (5) parcels in order to implement the Master <br />Plan vision. <br />▪ <br />Refinement Plan Adoption <br /> The proposal involves a Type V Refinement Plan Adoption application pursuant to EC <br /> <br />9.8421 to adopt the Downtown Riverfront Specific Area Plan as a refinement plan. <br />▪ <br />Refinement Plan Amendments <br /> The proposal involves a Type V Refinement Plan Amendments application pursuant to EC <br /> <br />9.8421 to remove Downtown Riverfront Policies 2 and 3 in the Eugene Downtown Plan as <br />the policies have been enacted through the relocation of EWEB’s utility functions and <br />completion of the Master Plan and are now obsolete. <br /> The proposal involves a Type V Refinement Plan Amendments application pursuant to EC <br /> <br />9.8421 to remove EWEB Policies II.E.1, II.E.2, and II.E.3 in the Riverfront Park Study as the <br />policies are obsolete. <br />▪ <br />Code Amendments <br /> The proposal involves a Type V Code Amendments application pursuant to EC 9.8060 to <br /> <br />establish the S-DR Downtown Riverfront Special Area Zone and revise other policies, <br />criteria, and development standards, for consistency with the S-DR Downtown Riverfront <br />Special Area Zone and the Downtown Riverfront Specific Area Plan. <br />▪ <br />Zone Change <br /> The proposal involves a Type IV Zone Change application pursuant to EC 9.8850 to change <br /> <br />the zoning designation of sixteen (16) parcels within the subject site from I-2 Light Medium <br />Industrial, I-3 Heavy Industrial, and PL Public Land to S-DR Downtown Riverfront Special <br />Area Zone; and, to remove the /TD Transit Oriented Development Overlay on twelve (12) <br />parcels within the subject site. <br />▪ <br />Willamette Greenway Permit <br /> Cameron McCarthy FINAL SUBMITTAL | December 5, 2012 <br />{00091176;1 } <br /> <br />
