EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br /> CAT members attended civic organization meetings of high attendance with informational <br /> <br />project displays and answered questions. <br /> Public Project Website: www.eugeneriverfront.com <br /> <br />▪ <br />Communications plan (ongoing): <br /> Informal press briefings; articles in EWEB, City of Eugene, and Eugene Chamber of <br /> <br />Commerce publications. <br />During the public involvement process, over 1,000 community members directly contributed to the <br />master planning process. The CAT met bi-weekly for nearly two years to coordinate the above- <br />mentioned efforts. As part of the land use phase, additional citizen involvement occurred pursuant <br />to standard application requirements and other needs, as described below: <br /> <br />▪ <br />A stakeholders meeting was held on January2, 2011 to inform attendees about the land use <br />process and discuss issues surrounding the project. <br />▪ <br />A Neighborhood-Applicant meeting was held pursuant EC 9.7007 on June 29, 2011. Invitations <br />were sent to 665 residents, property owners, and neighborhood associations within 500 feet of <br />the site boundaries as well as the planning director, city engineer, and senior planner. Exhibit M <br />Neighborhood-Applicant Meeting Materials includes required documentation from the meeting. <br />The above findings demonstrate that the applicant has provided extensive opportunities for citizens <br />to be involved in all phases of the planning process. The proposed amendments and zone change <br />are consistent with Goal 1. <br />Goal 2 – Land Use Planning: To establish land use planning process and policy <br />framework as a basis for all decisions and actions related to use of land and to <br />assure an adequate factual base for such decision and actions. <br />Guiding land use processes and policy framework for the City of Eugene exist within the Metro <br />Plan, adopted Refinement Plans, and Chapter 9 of the Eugene Code. The proposed amendments <br />to both the Metro Plan and Chapter 9 of the Eugene Code will not infringe upon their capacity as <br />adequate factual based tools for land use decisions and actions. This land use application follows <br />specified amendment and permit procedures and fulfills stated criteria to demonstrate such <br />compliance. Additionally, one of the primary objectives of the proposed special area zone (SAZ) is <br />to implement Nodal Development policies of the Metro Plan. Since the adoption of Trans Plan in <br />2001, the City’s growth management policies have been geared towards utilizing a nodal <br />development strategy.
