EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />The Metropolitan Industrial Lands Inventory Report is the adopted economic opportunities analysis <br />for the city of Eugene. The Industrial Lands Demand Analysis of said report states “based solely on <br />projected employment estimates, estimates projecting the needs for industrial land show no <br />9 <br />demand for heavy industrial.” <br />In June 2010 ECONorthwest prepared a Comprehensive Lands Assessment on behalf of the City of <br />Eugene. Included within is an economic opportunities analysis for employment land demand and <br />employment land supply for both industrial and commercial lands. The applicant notes that this <br />plan is not yet adopted as the City of Eugene’s official economic opportunities analysis. Table 3 of <br />said report identifies a surplus of 434 acres of industrial lands and a deficit of 230 acres of <br />10 <br />commercial lands. This proposed amendments and zone change will re-designate 17.75 acres of <br />industrial land to mixed use, which will increase the amount of commercial and residential acreage <br />available for redevelopment accordingly. <br />Pursuant to 660-009-0010(4), the proposed amendments and zone change involves a post- <br />acknowledged plan amendment that is consistent with the most recent economic opportunities <br />analysis. Therefore, the proposed amendments and zone change are consistent with Goal 9. <br />Goal 10 – Housing: To provide for the housing needs of the citizens of the state. <br />Goal 10 requires that communities plan for and maintain an inventory of buildable residential land <br />for needed housing units. Within the June 2010 Comprehensive Lands Assessment a residential <br />lands analysis was conducted to forecast residential housing supply and future demand within the <br />11 <br />City of Eugene. The analysis forecasted an increase in 14,951 total dwelling units by 2031. Of <br />this increased demand in housing units, 4,784 (32%) will be a combination of two to four unit <br />12 <br />buildings (1,495 units) and five or more unit buildings (3,289 units). An increase in 748 units <br />13 <br />annually is needed in order to meet this growing demand in residential housing. <br />Density figures are used to calculate how much land is needed to accommodate said increases in <br />housing units. Two to four unit buildings are 8.6 units/acre and five or more unit buildings are 24.1 <br />units/acre. This proposal will re-zone 25.94 acres of property currently zoned PL, I2, and I3 to a <br />new special area zone (S-DR) intended to facilitate mixed-use development, specifically residential. <br />The subject property does not currently provide or accommodate residential uses. Provisions <br />included in the proposed S-DR Zone (EC 9.3182(2)(d), Exhibit B S-DR Downtown Riverfront <br />Special Area Zone) require a minimum of one story of residential use within all buildings <br />constructed within the S-DR/MU/2 overlay sub-district. <br />The applicant notes that the Comprehensive Lands Assessment referenced above is not yet <br />adopted. Therefore, the 1999 Eugene-Springfield Metropolitan Area Residential Lands and <br />Housing Study is the official inventory and analysis of residential lands for the area. As Eugene and <br />Springfield designate growth management strategies apart from one another, a shift from existing <br />dated and coordinated lands assessment is imminent. The analysis of the 1999 Eugene-Springfield <br />Metropolitan Area Residential Lands and Housing Study was compiled based upon data for the <br />entire metropolitan region.
