EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />subject site is served by two major public storm drainage systems, a 60-inch pipe and a 36-inch <br />pipe, and a minor public storm drainage system, a 12-inch pipe, as illustrated on Sheets S1 and S2 <br />Existing Conditions Plans, which are anticipated to supply sufficient capacity to accommodate <br />future development. Compliance with City stormwater destination standards in EC 9.6791 are not <br />expected to be problematic as the 2002 City of Eugene Stormwater Basin Master Plan does not <br />identify any specific capacity-related concerns with the public systems and the subject site is <br />16 <br />generally designated as not having any major flooding problems. <br />The proposed amendments and zone change do not affect the City’s arrangement of public facilities <br />and services. The findings demonstrate that the existing level of public facilities and services is <br />adequate to serve the needs of existing and future development. However, specific design details <br />related to public improvements such as water, stormwater, and wastewater connections will be <br />resolved in the context of any future development proposal. Based on these findings, the proposed <br />amendments and zone change are consistent with Statewide Planning Goal 11. <br />Goal 12 – Transportation: To provide and encourage a safe, convenient and <br />economic transportation system. <br />Goal 12 is implemented by the Transportation Planning Rule (TPR) as defined by Oregon <br />Administrative Rule OAR 660-012-0060. This proposal amends the Metro Plan, an acknowledged <br />regional comprehensive plan; the Eugene Downtown Plan and the Riverfront Research Park Study, <br />adopted refinement plans; and Eugene Land Use Code Chapter 9, which is the city’s guiding <br />framework for land use regulation. <br />OAR 660-012-0060 <br />(1) Where an amendment to a functional plan, an acknowledged <br />comprehensive plan, or a land use regulation would significantly affect an <br />existing or planned transportation facility, the local government shall put <br />in place measures as provided in section (2) of this rule to assure that <br />allowed land uses are consistent with the identified function, capacity, <br />and performance standards (e.g. level of service, volume to capacity <br />ratio, etc.) of the facility. A plan or land use regulation amendment <br />significantly affects a transportation facility if it would: <br />(a) Change the functional classification of an existing or planned <br />transportation facility (exclusive of correction of map errors in an <br />adopted plan); <br />(b) Change standards implementing a functional classification system; <br />or <br />(c) As measured at the end of the planning period identified in the <br />adopted transportation system plan: <br />A. Allow land uses or levels of development that would result in <br />types or levels of travel or access that are inconsistent with <br />the functional classification of an existing or planned <br />transportation facility; <br /> <br /> <br />16 <br />City of Eugene Stormwater Basin Master Plan <br /> .
