EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />performance because the proposed amendments and zone change will reduce potential peak hour <br />trips (OAR 660-012-0060(1)(c)(C)). <br />As such, the proposed amendments and zone change do not have a significant impact for TPR <br />purposes. The functional classifications of roadways in the study area are also unaffected by the <br />proposed plan amendments and zone change. The project team is coordinating the assessment of <br />the transportation impacts with the City. The proposed plan amendments and zone change will not <br />have a significant effect on the transportation system and it is concluded that the proposed plan <br />amendments and zone change comply with the TPR. Based on these findings, the proposed <br />amendments and zone change are consistent with Goal 12. <br />Goal 13 – Energy Conservation: To conserve energy. <br />Goal 13 requires that land and uses developed on the land shall be managed and controlled so as <br />to maximize the conservation of all forms of energy, based upon sound economic principles. Goal <br />13 is directed at the development of local energy policies and implementing provisions and does not <br />establish any requirements with respect to other types of land use decisions. To the extent that <br />Goal 13 could be applied to the proposed plan amendments and zone change, the designations are <br />consistent with Goal 13. <br />The proposed site is located so that future mixed-use development can make efficient use of <br />energy with direct and efficient access within the urban area. The proposal will not hinder <br />management or conservation practices related to energy consumption. Consistency with Metro <br />Plan Policy J.7, which “encourage(s) medium- and high-density residential uses when balanced <br />with other planning policies in order to maximize the efficient utilization of all forms of energy” and <br />notes that “the highest relative densities of residential development shall be concentrated to the <br />greatest extent possible in areas that are or can be well served by mass transit, paratransit, and <br />foot and bicycle paths” is demonstrated in the findings under EC 9.7730(3)(b). The proposal <br />facilitates residential uses and pursuant with the proposed amendments and zone change, energy <br />conservation measures are not necessarily limited nor identified as part of the land use change. <br />Based on these findings, the proposed amendments and zone change are consistent with Goal 13. <br />Goal 14 – Urbanization: To provide and orderly and efficient transition from rural <br />to urban land use, to accommodate urban population and urban employment <br />inside urban growth boundaries, and to provide for livable communities. <br />The proposed amendments and zone change are site specific to land already subject to urban uses <br />and do not affect the transition from rural to urban land use, as the subject property is within the <br />City limits. Therefore, Goal 14 does not apply. <br />Goal 15 – Willamette River Greenway: to protect, conserve, enhance and <br />maintain the natural, scenic, historical, agricultural, economic, and recreational <br />qualities of lands along the Willamette River as the Willamette River Greenway. <br />Goal 15 aims to protect, conserve, enhance, and maintain the natural scenic, historical, agricultural, <br />economic, and recreational qualities of lands along the Willamette River. As illustrated on Sheet R1 <br />Regulatory Plan (Exhibit G), 19.75 acres of the subject site are located within the Willamette River <br />Greenway. The proposal involves a concurrent request for approval of a Willamette Greenway <br />permit to allow development envisioned by the Master Plan. <br />The subject property does not have an established Willamette Greenway Setback Line.
