EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />E.5 Carefully develop sites that provide visual diversity to the urban area and <br />optimize their visual and personal accessibility to residents. <br />E.6 Local jurisdictions shall carefully evaluate their development regulations <br />to ensure that they address environmental design considerations, such <br />as, but not limited to, safety, crime prevention, aesthetics, and <br />compatibility with existing and anticipated adjacent uses (particularly <br />considering high and medium density development locating adjacent to <br />low density residential). <br />E.7 The development of urban design elements as part of local and <br />refinement plans shall be encouraged. <br />E.8 Site planning standards developed by local jurisdictions shall allow for <br />flexibility in design that will achieve site planning objectives while allowing <br />for creative solutions to design problems. <br />E.9 Refinement plans shall be developed to address compatibility of land <br />uses, safety, crime prevention, and visual impact along arterial and <br />collector streets, within mixed-use areas. During the interim period before <br />the adoption of a refinement plan, these considerations shall be <br />addressed by cities in approving land use applications in mixed use areas <br />by requiring conditions of approval where necessary. <br />The proposal is designed to facilitate mixed-use, pedestrian friendly redevelopment, including <br />residential lands and the findings herein demonstrate consistency with other applicable planning <br />policies. As illustrated on Sheets L1 and L2 Site Plan (Exhibit G Plan Set), the proposal will result <br />in the designation cultural landscape, open space, and riparian areas adjacent to the Willamette <br />River, which following redevelopment will be enhanced. The proposal does not change or affect <br />existing /WR overlay zone protections established in EC 9.49(1)(c)(1.) and other applicable <br />protection measures and development standards. <br />Development standards in the proposed S-DR Zone (Exhibit B S-DR Downtown Riverfront Special <br />Area Zone) are site specific and designed to be compatible with surrounding areas. The proposed <br />S-DR Zone includes development standards that regulate building height and form as well as <br />circulation patterns and view corridors, which are designed to ensure compatibility with adjacent <br />properties. The proposal involves the establishment of a SAP (Exhibit A Downtown Riverfront <br />Special Area Plan) as a refinement plan. The SAP incorporates urban design elements, which <br />have been translated into clear and objective development standards in the proposed S-DR Zone. <br />The design elements of the S-DR Zone adhere to form base code principles and are intended to <br />facilitate the redevelopment vision of the Master Plan and refinement plan. The proposed S-DR <br />Zone includes a design review process, which provides flexibility to employ creative solutions to <br />design problems.
