South Willamette Concept Plan <br />6. INTENDED OUTCOMES <br />Introduction <br />The intent of the South Willamette Concept <br />Plan will be carried out through a variety of <br />implementation plans, policies, tools and action <br />items. The following clarify intent through specific <br />outcomes and inform the implementation steps. <br />(See Part 7 for more detail on implementation <br />actions.) <br />District -Wide <br />• New development promotes the vision of <br />the South Willamette district as a vibrant and <br />successful 20- minute neighborhood through <br />the implementation of the Concept Plan to <br />enhance street, sidewalk and open space <br />networks, support business success and <br />provide a greater concentration and variety <br />of attractive housing options. <br />• The district accommodates new businesses <br />and dwelling units, and enable the form and <br />density of development envisioned for each <br />area within the district, while contributing to <br />a highly livable and desirable place to live, <br />shop, work and play. <br />• New development incorporates the South <br />Willamette Concept Plan design principles <br />for both the public and private realm to the <br />greatest degree practicable <br />Building and Site Design <br />• New development promotes excellence in <br />building and site design <br />• New development follows the intent of <br />envisioned building forms, including height <br />limits, setbacks, stepbacks, and relationship to <br />streets and public spaces <br />• New development minimizes impacts to lower - <br />intensity adjacent uses in keeping with the <br />transition recommendations to create a well - <br />balanced and pleasing mix of building types <br />and activities across a diverse mix of intensities <br />and uses <br />• New development enlivens and supports <br />streets and public spaces by incorporating <br />active ground -level commercial uses with a <br />high degree of transparency and /or a high <br />frequency of entries with residential uses, as <br />well as high - quality design and amenities at <br />the pedestrian level <br />• New development supports the role of South <br />Willamette Street as the vital, pedestrian - <br />friendly commercial core of the district <br />• Site, building, and infrastructure design <br />contributes to a healthy and livable <br />community by following sustainable <br />development practices to the greatest <br />degree practicable <br />• New development implements the "heart of <br />the walkable district" concept through active <br />retail uses as well as building, street, sidewalk, <br />and parking design features that establish an <br />active, attractive, pedestrian - friendly and well - <br />connected commercial core for the district <br />• New housing development implements the <br />goals of the Special Area Plan for the district <br />by providing a mix of housing types and range <br />of affordability in designs that contribute to <br />cohesive streetside character <br />Transportation <br />• New development contributes to well - <br />connected, safe, convenient and attractive <br />use by all modes of travel throughout the <br />district, including walking, bicycling, transit, <br />and automobiles <br />• New development incorporates shared <br />parking strategies for the district through a <br />variety of means including shared access, <br />cooperation with other property owners, <br />partnership with the City, and parking design <br />and management recommendations <br />• Public streets includes on- street parking to the <br />extent possible, to support existing and new <br />commercial and retail uses <br />• Public streets are planned for construction <br />or re- construction with green stormwater <br />treatment systems to the extent feasible, <br />including but not limited to infiltration planters, <br />rain gardens, and vegetated swales <br />52 ■ City of Eugene <br />
