<br />ATTACHMENT A <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />June 10, 2013 <br />5:30 p.m. <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka (arrived at 5:50 p.m.), George Poling, <br />Mike Clark, Chris Pryor, Claire Syrett, Greg Evans. <br /> <br /> <br />Her Honor, Mayor Piercy opened the June 10, 2013, City Council work session. <br /> <br />A. COMMITTEE REPORTS <br />City councilors provided updates from the Police Commission, Lane Workforce Partnership, and <br />Lane Transit District/EmX. The Harlow Neighbors was also recognized for its selection as the <br />Neighborhood of the Year at the 203 Neighborhoods USA conference. <br />B. WORK SESSION: Core Campus – Application for Multiple-Unit Property Tax Exemption <br />(MUPTE) for Residential Property Located at 505 East Broadway (The Hub in Eugene) <br />Community Development Manager Mike Sullivan, and Business Loan Analyst Amanda Flannery- <br />Nobel reviewed information on the MUPTE application and provided updates on recent changes <br />to the application and options to purchase or lease property from the City of Eugene. <br /> <br />Council discussion: <br />Student growth rate <br /> <br />o <br />Potential lost revenue <br /> <br />o <br />Competition with other student housing providers <br /> <br />o <br />Current vacancy rates (citywide and near-campus) <br /> <br />o <br />Subsidies for out-of-state developers <br /> <br />o <br />Need, compatibility, financial return/benefit, guarantees <br /> <br />o <br /> <br />Direction to staff: <br /> <br />Provide additional information about student vacancy rates. <br /> <br /> <br />Improve incentives and outcomes to gain support. <br /> <br /> <br />Create “If-Then” scenarios if this project is allowed. <br /> <br /> <br />Outline options if application is denied. <br /> <br /> <br />Refine proposal and return with answers to council questions. <br /> <br /> <br />Draft resolution to include details of the guarantees, safeties, agreements, etc. <br /> <br /> <br />The meeting adjourned at 7:00 p.m. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />Michelle Mortensen <br />Deputy City Recorder <br /> <br /> MINUTES – Eugene City Council June 10, 2013 Page 1 <br /> Work Session <br /> <br /> <br />
