EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />5.0 APPROVAL CRITERIA AND STANDARDS <br />The purpose of the proposal is to enable redevelopment of the Downtown Riverfront site consistent <br />with the Master Plan vision, to create development standards and urban design guidelines that <br />shape redevelopment, and to facilitate the transformation of the area into a "people place" that is <br />active, vibrant, accessible and multi -use. The following actions are necessary to implement the <br />land use components for the Downtown Riverfront. <br />• Amendments to the Metro Plan land use diagram to re- designate three (3) properties to Mixed <br />Use Area designation and apply the Nodal Development Area Overlay designation to five (5) <br />properties. <br />• Adoption of the Downtown Riverfront Specific Area Plan as a refinement plan, including a land <br />use diagram and policies to establish the redevelopment vision. <br />• Amendments to the Eugene Downtown Plan text to remove Downtown Riverfront Policies 2 and <br />3 as the policies have been enacted and are now obsolete. <br />• Amendments to the Riverfront Park Study to EW EB Policies 11. E.1, II. E.2, and 11. E.3 as the <br />policies are obsolete. <br />• Amendments to the land use code to establish the S -DR Downtown Riverfront Special Area <br />Zone, add the Downtown Riverfront Specific Area Plan as an adopted plan, and revise other <br />development standards and criteria for consistency with the S -DR Downtown Riverfront Special <br />Area Zone. <br />• Re- zoning of sixteen (16) properties within the Downtown Riverfront site to S -DR Downtown <br />Riverfront Special Area Zone. Five (5) properties within the Downtown Riverfront site will <br />remain zoned S -W Whiteaker Special Area Zone. The /TD Transit Oriented Development <br />Overlay Zone will be removed from twelve (12) properties. All properties that have the existing <br />/SR Site Review Overlay Zone and /WR Water Resources Conservation Overlay Zone will <br />retain those overlays. <br />• Approval of a Willamette Greenway permit to allow redevelopment of properties within the <br />boundaries of the Willamette River Greenway. <br />Findings of compliance that establish the consistency of these actions with the applicable approval <br />criteria and standards are provided in Sections 5.1 through 5.7. <br />Cameron McCarthy FINAL SUBMITTAL I December 5, 2012 13 <br />
