EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />FEMA Floodplain Map) as Special Flood Hazard Areas (Zone AE), Other Flood Areas (Zone X), <br />and Other Areas (Zone X). Special Flood Hazard Areas (Zone AE) identifies areas inundated by a <br />100 -year flood. Other Flood Areas (Zone X) identifies other flood areas consisting of areas <br />inundated by a 500 -year flood, areas of 100 -year flood with average depths of less than 1 foot or <br />with drainage areas less that 1 square mile, and areas protected by levees from 100 -year floods. <br />Other Flood Areas (Zone X) identifies areas determined to be outside the 500 -year floodplain. The <br />majority of the subject site is located outside the 500 -year floodplain. <br />The site is prior developed and contains structures and impervious surfaces adjacent the Willamette <br />River. The proposal will not result in development of the site in a manner that is substantially <br />different than existing conditions, which would be more susceptible to natural hazards. Since <br />proposed and existing development has similar tolerance to natural hazards, the future <br />redevelopment of the site is compliant with Goal 7. In addition, the proposed amendments and <br />zone change do not affect or amend the City's means to protect people and property from natural <br />hazards. Based on these findings, the proposed amendments and zone change are consistent with <br />Goal 7. <br />Goal 8 — Recreation Needs: To satisfy recreational needs of the citizens of the <br />state and visitors and, where appropriate, to provide for the siting of necessary <br />recreation facilities including destination resorts. <br />Goal 8 requires local governmental agencies to plan for recreation area, facilities, and opportunities. <br />Goal 8 ensures the provision of recreational facilities to Oregon citizens and is primarily concerned <br />with the provision of those facilities in non -urban areas of the state. <br />The 2006 Parks, Recreation & Open Space (PROS) Comprehensive Plan was adopted as an <br />aspiration and guiding document for the City and contains an inventory of existing parks, recreation, <br />and open space resources.' PROS Appendix B identifies an existing multi -use path, a segment the <br />Ruth Bascom Riverbank Trail, on the subject site.' Other than the multi -use path segment, the <br />subject site is not included on any formally adopted list, inventory or map identifying the City's <br />existing parks and open space supply. <br />The PROS Project and Priority Plan was adopted by resolution and is an action plan that contains <br />specific project information, including a timeframe for project implementation and cost estimates." A <br />portion of the subject site is identified in the plan as a proposed Metropolitan Park site for <br />acquisition.' The plan assigns the acquisition project a Priority 1 level and allocates $1,500,000 in <br />capital costs to "acquire land to provide significant riverfront open space within [the] <br />courthouse%annery neighborhood. "" <br />The applicant proposes the sale or transfer of 7.74 acres of land to the City for future cultural <br />landscape, open space, and recreation purposes and to add to the supply of significant riverfront <br />4 Eugene Parks, Recreation & Open Space (PROS) Comprehensive Plan.
