The proposed S -DR Zone allows for and promotes the use of interim parking areas, <br />paved areas currently used for parking or former utility operations, as a means to comply with <br />minimum parking requirements and reduce the amount of new surface parking areas, which is itself <br />a parking management strategy. The findings in Exhibit D TPR /TIA Report address intersection <br />function and congestions and are incorporated by reference herein. Based on these findings, the <br />proposed amendments and zone change are compliant with Policies F.7 through F.8. <br />Transportation System Improvements: System -Wide <br />F.11 Develop or promote intermodal linkages for connectivity and ease of <br />transfer among all transportation modes. <br />F.13 Support transportation strategies that enhance neighborhood livability. <br />Transportation System Standards in the proposed S -DR Zone (Exhibit B S -DR Downtown <br />Riverfront Special Area Zone) promote connectivity to existing streets and shape the block pattern <br />and neighborhood livability within the subject property. The proposal supports intermodal linkages <br />through pedestrian and bicycle friendly street design concepts, improvements to the Riverbank Trail <br />system, and accessway requirements, all of which will contribute to enhance neighborhood <br />livability. Therefore, the proposed amendments and zone change are compliant with Policies FA I <br />and F.13. <br />Transportation System Improvements: Roadways <br />F.14 Address the mobility and safety needs of motorists, transit users, <br />bicyclists, pedestrians, and the needs of emergency vehicles when <br />planning and constructing roadway system improvements. <br />F.15 Motor vehicle level of service policy: <br />a. Use motor vehicle level of service standards to maintain <br />acceptable and reliable performance on the roadway system. <br />These standards shall be used for: <br />(1) Identifying capacity deficiencies on the roadway system. <br />(2) Evaluating the impacts on roadways of amendments to <br />transportation plans, acknowledged comprehensive plans <br />and land -use regulations, pursuant to the TPR (OAR 660- <br />012- 0060). <br />(3) Evaluating development applications for consistency with <br />the land -use regulations of the applicable local government <br />jurisdiction. <br />b. Acceptable and reliable performance is defined by the following <br />levels of service under peak hour traffic conditions: LOS E within <br />Eugene's Central Area Transportation Study (CATS) area, and <br />LOS D elsewhere. <br />" Lane Council of Governments (LCOG).
