EUGENE CITY COUNCIL OPERATING AGREEMENTS <br /> Resolution Number 4812 <br /> Adopted on September 27, 2004 <br /> <br />2~03 Tentative Agenda on the Consent Calendar <br />At each regular meeting of the Council, the City Manager shall present the tentative agenda. This <br />shall be placed on the Consent Calendar. If there are concerns about items on the tentative <br />agenda it may be removed at the request of any councilors from the Consent Calendar and <br />discussed separately. <br /> <br />2.04 Tentative Agenda Provided Each Week <br />The tentative agenda shall be included in the weekly information packet provided to the Council. <br /> <br />2.05 Scheduling of Items on the Agenda <br />The City Manager and Mayor shall decide the date that items come before Council for work <br />sessions and for regular meetings. <br /> <br />2~06 Routine Business Items on the City Council Agenda <br />The City Manager shall continue to place routine and standard items of Council business on the <br />City Council agenda. <br /> <br />3. ORDER OF ITEMS ON A SPECIFIC DATE MEETING AGENDA <br />3.01 Ceremonial Matters <br />At the first regular meeting of each month, the first item on the agenda shall be used to <br />acknowledge special recognition and awards given to the City of Eugene or for the Mayor to <br />ammunce proclamations which serve to encourage and educate the community. Proclamations <br />shall be made and placed on the agenda at the discretion of the Mayor. This item shall be called <br />~Ceremonial Matters." Requests for recognition under Ceremonial Matters should be submitted <br />in writing to the Mayor. <br /> <br />3.02 Consent Calendar <br />At regular Council meetings, in order to expedite the Council's business, routine and standard <br />items shall be placed on the Consent Calendar. Any item on the consent calendar may be <br />removed for separate consideration by any member of the Council. Revisions or corrections to <br />meetings minutes shall be considered first, prior to other items removed from the Consent <br />Calendar. The remaining items on the Consent Calendar may then be considered for action by a <br />single vote. The items pulled from the Consent Calendar shall be considered after the approval of <br />the remainder of the Consent Calendar and before the next scheduled item on the agenda. <br />Ordinances because of charter requirements, are not be placed on the Consent Calendar. <br /> <br />3.03 Public Hearings Given Priority <br />As a guideline, public hearings shall be placed on the specific meeting agenda before items only <br />requiring action.
