<br />ATTACHMENT D <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />June 24, 2013 <br />5:30 p.m. <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor, <br />Claire Syrett, Greg Evans <br /> <br /> Her Honor, Mayor Piercy convened the June 24, 2013, City Council work session. <br /> <br />A.WORK SESSION: Multi-Unit Property Tax Exemption (MUPTE) Program <br /> <br /> <br />Community Development Manager Mike Sullivan reviewed the components of the proposed <br />MUPTE program. <br /> <br />Council Discussion <br />Councilors posed questions, raised some concerns and indicated they would like to address <br />the following elements when the larger MUPTE discussion takes place: <br /> <br />Application fees <br /> <br /> <br />Composition of MUPTE review panel <br /> <br /> <br />Elements of Portland’s tax exemption program <br /> <br /> <br />Competitive application process <br /> <br /> <br />Implications of local hiring mandate <br /> <br /> <br />Stakeholder/community member perspectives; diverse forums to gather public input <br /> <br /> <br />Timeline; more time needed to create a better product with public support <br /> <br /> <br />Alternate tools/incentives <br /> <br /> <br />Poverty and urban blight <br /> <br /> <br />Public vote <br /> <br /> <br />Impact of elderly population on housing inventory <br /> <br /> <br />Data on projected long-term job growth <br /> <br /> <br />Multi-modal development <br /> <br /> <br />Triple bottom line analysis <br /> <br /> <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to direct <br />the City Manager to prepare and schedule a public hearing on July 22, 2013, to extend <br />the suspension of the MUPTE program until January 31. 2014, to allow for additional <br />discussion on the MUPTE program modifications.
