MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8 1 h Avenue <br />Eugene, Oregon 97401 <br />June 19, 2013 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, Greg Evans <br />Her Honor, Mayor Piercy opened the June 19, 2013, City Council Work Session. <br />A. <br />WORK SESSION: South Willamette Street Improvement Plan <br />Transportation Planning Engineer Chris Henry, Ellen Teninty from Cogito, and Scott <br />Mansur of DKS Associates reviewed the public outreach and involvement strategies and <br />the elements of the three preferred options. <br />Council Discussion <br />- Concerns were expressed about congestion, vehicle speeds, roundabouts and delays. <br />- More data about crashes and the impact of this plan was requested. <br />- Concerns were expressed about turn lanes and backed -up traffic <br />- Conflicts with buses and the need for vehicles and bikes to go around are a safety issue. <br />- The flow of traffic on this street is very important. <br />WORK SESSION: South Willamette Concept Plan Update <br />Senior Planner Robin Hostick and Associate Planner Patricia Thomas, presented a <br />Power Point on the South Willamette Concept Plan, including overview, public <br />engagement strategy, the plan itself, and next steps. <br />Council Discussion <br />- Questions were asked about the increased number of units and the projected density. <br />- Concerns were raised about estimated infrastructure cost. <br />- Councilors acknowledged that the plan was aspirational in a 20 -year timeframe. <br />The meeting adjourned at 1:35 p.m. <br />Respectfully submitted, <br />Michelle Mortensen, <br />Deputy City Recorder <br />MINUTES— Eugene City Council June 19, 2013 Page 1 <br />Work Session <br />
