Exhibit 4 <br />subsection and by removing non - native invasive plant species and planting <br />species consistent with subsection (b) below. <br />1. All refuse, toxic materials, and any fill that limits or decreases the <br />capacity of the area to filter pollutants from runoff that flows across the <br />area shall be removed (not including stormwater collected and <br />discharged from impervious surfaces). <br />2. Non - native invasive plants shall be permanently removed to the <br />maximum extent practicable and replaced with plant species in <br />accordance with subsection (b) below. <br />(b) Planting and Replanting. Planting or replanting within the S -DR /CL <br />subdistrict shall comply with the following standards. <br />1. Riverfront Park Planting Standards. In areas designated as riverfront <br />park on Figure EC 9.3185, all of the trees and at least 80 percent of the <br />total number of shrub plants, 60 percent of the total number of grass <br />plants, and 60 percent of the total number of groundcover plants shall <br />consist of plant species selected from the list of native plants in <br />Appendix A of the Downtown Riverfront Specific Area Plan or the list of <br />native plants in the Goal 5 Native and Non - native Plant List (Exhibit F to <br />Ordinance No. 20351). <br />2. Riparian Enhancement Planting Standards. In areas designated as <br />riparian enhancement on Figure EC 9.3185, all plantings shall be plant <br />species selected from the list of native plants in Appendix A of the <br />Downtown Riverfront Specific Area Plan or the list of native plants in the <br />Goal 5 Native and Non - native Plant List (Exhibit F to Ordinance No. <br />20351). <br />a. Planting or replanting within 25 feet of the Willamette River <br />ordinary high water line shall include native tree or large shrub <br />species. <br />b. Where non - native or damaged trees are removed within 25 feet of <br />the Willamette River ordinary high water line, they shall be <br />replaced with native tree or large shrub species, unless the tree <br />removal occurs within an identified view corridor shown on Figure <br />4 -4 in the Downtown Riverfront Specific Area Plan. <br />3. Replanting of areas cleared of existing vegetation must be completed <br />within 90 days following the removal or clearing, unless otherwise <br />approved by the planning director. <br />4. Planting and replanting with seed shall be timed so that germination <br />occurs prior to November 15, unless germination requirements of the <br />seed require otherwise, in which case germination shall be <br />accomplished at the earliest date practicable. <br />5. Plantings shall not adversely affect adjacent protected water resources <br />or existing native vegetation through shading or invasion by plant <br />species. <br />6. Non - native invasive species are prohibited in the S -DR Zone. <br />(c) Construction Practices. Construction within the S -DR /CL subdistrict shall <br />comply with the following standards. <br />1. For purposes of this subsection, heavy machinery is defined as <br />motorized or mechanized machinery or equipment capable of <br />deliberately or inadvertently damaging vegetation, or damaging or <br />compacting soil. The following standards shall apply to use of heavy <br />machinery within the S -DR /CL subdistrict. <br />29 <br />
