REDEVELOPMENT OPPORTUNITY <br />Implementation and phasing of the plan can be accomplished <br />in a variety of ways depending upon the interests of the City <br />and community, the needs of EWEB, and private development <br />demand. <br />The plan allows for gradual redevelopment of the site and the <br />phasing of site improvements. The success of the redevelopment <br />plan is tied to elements within EWEB's control, located within the <br />27 -acre site. Elements off -site that are not controlled by EWEB, <br />such as a daylit Millrace or a new pedestrian bridge to Alton <br />Baker Park, are allowed by the framework, but the plan is not <br />contingent upon them. <br />The connection of 5th and 8th Avenues to create the proposed <br />"Riverfront Street" and the development of new public open <br />space with the associated bike path improvements are the <br />most important initial steps toward the implementation of the <br />complete vision. Edge properties are already served by existing <br />infrastructure and may be redeveloped first, but the new street <br />makes the riverfront open space and redevelopment blocks <br />accessible, and public amenities are likely to build community <br />value and confidence in the project. The plan allows these <br />priorities to move forward independently or concurrently. <br />Other specific elements of the plan can be implemented in <br />any coordinated sequence, and will contribute to the identity, <br />awareness, and momentum of the project. These elements <br />include the adaptive re -use of the Steam Plant, adaptive re- <br />use of the Operations Warehouse, interpretive sites, and the <br />redevelopment of the blocks along 4th Avenue, among others. <br />The plan allows the interim use of several existing buildings, <br />and offers interim parking strategies that encourage "pioneer <br />development" on the riverfront property. <br />The crux of the vision is a combination of new riverfront <br />open space, public access, Restaurant Row and the riverfront <br />boardwalk, new residential capacity, and a backdrop of <br />active, urban buildings at the heart of the site. Without these <br />elements, the plan is not whole. It will take time and patience <br />to accomplish these outcomes, but the community's intention is <br />clear. Some of the blocks, including those near the viaduct and <br />along the railroad, may take longer to redevelop, but the vision <br />can be complete and self - sustaining once the core elements of <br />the plan are in place. <br />a <br />Rowell Brokaw Architects 7 <br />
