Eugene Water & Electric Board (EWEB) Master Planned Development October 2012 <br />Traffic Impact Analysis <br />Year 2021 Total Traffic Conditions <br />The total traffic conditions analysis forecasts how the study area's transportation system will operate <br />with the traffic generated by the proposed EWEB redevelopment. The year 2021 background traffic <br />volumes for the weekday a.m. and p.m. peak hours (shown in Figures 5 and 6) were added to the site - <br />generated traffic (shown in Figures 10 and 11) to arrive at the total traffic volumes illustrated in <br />Figures 12 and 13. <br />INTERSECTION LEVEL OF SERVICE <br />The weekday a.m. and p.m. peak hour turning- movement volumes shown in Figures 12 and 13 were <br />used to conduct an operational analysis at each study intersection to determine the year 2021 total <br />traffic levels of service. The results of the total traffic analysis shown in Figures 12 and 13 indicate that <br />all of the study intersections are forecast to operate at acceptable levels of service during the weekday <br />a.m. and p.m. peak hours, except 4 Avenue /Coburg Road. Appendix 'J" contains the year 2021 total <br />traffic level -of- service worksheets. <br />Coburg Road 14 Avenue Intersection <br />The westbound right turn movements at the Coburg Road /4 Avenue intersection are projected to <br />operate at level of service "D" during the weekday a.m. peak hour. During the p.m. peak hour the <br />intersection is projected to continue to operate over capacity and at level of service "F" without <br />mitigation. The westbound right turn movement has a high volume because it is the only direct access <br />from the site to northbound Coburg Road, I -105, and destinations north of the Willamette River. <br />As indicated in the existing conditions discussion, signalizing northbound and westbound movements <br />at this intersection is warranted and would restore operations to an acceptable level of service in <br />conjunction with providing dual right -turn movements westbound. This mitigation option would: <br />Retain right -in /right -out turn movement restrictions; <br />Provide dual right -turn lanes on 4 Avenue between the EWEB Headquarters Building and <br />Coburg Road (approximately 125 feet of storage) 9 ; and <br />Signalize westbound right turn movements on 4th Avenue and northbound through <br />movements on Coburg Road (southbound movements would remain unsignalized and <br />9 Additional queue storage is not feasible without impacting the EWEB Headquarters Building or existing bicycle <br />and pedestrian facilities at the intersection. <br />l vz/� Kittelson & Associates, Inc. 46 <br />
