Eugene Water & Electric Board (EWEB) Master Planned Development <br />Traffic Impact Analysis <br />Coburg Road /3 rd Avenue Intersection <br />October 2012 <br />The eastbound right turn movements at the Coburg Road /3rd Avenue intersection are projected to <br />continue to operate at level of service "F" during the weekday a.m. peak hour after site development. <br />The movement will be well under capacity and does not warrant signalization. Further, the EWEB site <br />redevelopment is not anticipated to add any trips to the failing eastbound right -turn movement (Few, if <br />any, EWEB trips are likely to travel north from the site to reach the failing eastbound right -turn <br />movement to travel south when they have other alternative routes to travel south. Even in the event <br />that EWEB traffic does utilize the right turn movement, there is capacity to accommodate additional <br />right -turn traffic). <br />Coburg Road 14 1h Avenue Intersection <br />The westbound right turn movements at the Coburg Road /4th Avenue intersection are projected to <br />operate at level of service "E" during the weekday a.m. peak hour. During the p.m. peak hour the <br />intersection is projected to continue to operate over capacity and at level of service "F" without <br />mitigation. As discussed in the 2021 total traffic analysis, adding a second westbound right -turn lane in <br />conjunction with signalizing the northbound and westbound movements at this intersection restore the <br />intersection to an acceptable level of service. Table 8 summarizes the operations under the mitigation <br />alternative. A traffic signal with dual westbound right -turn lanes will operate at acceptable levels of <br />service for the Central Area Transportation Study area (LOS E) during the weekday a.m. and p.m. peak <br />hours; however, westbound right -turn and northbound through movements will continue to operate <br />over capacity (v /c > 1.0) during the peak 15 minutes.
