Downtown Riverfront Specific Area Plan <br />G. PHYSICAL CONTEXT <br />The Setting Out Diagram illustrates some of the key factors that <br />influenced the development of the plan's urban form, circulation <br />network, and open space: <br />1.100' minimum distance on High Street from the railroad <br />crossing to the new 5th Avenue extension for safety and Quiet <br />Zone options. <br />2. The extension of 5th Avenue runs beneath the existing <br />viaduct, approximately parallel to the face of the existing <br />Operations Warehouse. <br />3. 5th Avenue reaches no closer to the river than the existing <br />river -side face of the EWEB Headquarters Building. <br />4. Riverfront Street to run on the south /west side of the existing <br />Steam Plant. <br />5. The new railroad crossing aligns with 8th Avenue. <br />6. The existing railroad crossing is relocated from Hilyard Street <br />to 8th Avenue. <br />7. New secondary streets to coincide with existing underground <br />utilities. <br />8. The Willamette River exerts strong forces and presents <br />ecological opportunities on this site. <br />9. The continuous Riverbank Trail system and public open space <br />will be established and maintained. <br />H. EXISTING UTILITIES <br />The plan does not presume a blank slate for redevelopment on <br />the EWEB property. The site includes several major utility lines <br />and infrastructure elements above and below grade.
