Purpose and Scope of the Summary Report <br />The purpose of this summary is to support the land use actions needed to establish the master <br />plan framework. In particular, it is intended to provide guidelines for achieving the goals of <br />the master plan in the code and implementation phases. Since the summary is a condensation <br />of the original full report, the full report is referenced in the Master Plan Appendix. <br />The original report was developed for the master planning process of the 27 -acre Riverfront <br />Property owned by Eugene Water & Electric Board (Figure 1), which is moving its operations <br />complex from the Willamette River at Ferry Street to Roosevelt Boulevard in West Eugene. The <br />Memorandum of Understanding between the City and EWEB identifies this property as having <br />" a high profile and significant potential to create and characterize the connection between <br />downtown and the river and contribute to the identity of the entire community." EWEB's vision <br />statement states: <br />"This Master Plan is based upon the understanding that our community's social, <br />ecological, economic and sustainable concerns are interdependent. The <br />redevelopment of the EWEB riverfront property offers the unique opportunity to <br />advance these interests simultaneously for the benefit of all Eugene, and to <br />revision our downtown riverfront as a place that participates actively and <br />graciously with the community that surrounds it.
