The proposed scale of redevelopment responds <br />to this surrounding residential character and makes strong <br />connections to popular areas. Existing public streets (Mill and <br />High Streets and 4th Avenue) provide access to some of these <br />blocks. <br />Design guidelines for this area are set to reinforce the strong <br />residential and mixed -use character of the 5th Avenue and <br />Skinner Butte neighborhoods, with frequent entries marked <br />by awnings, porches, stoops and landscaping. All buildings are <br />oriented to the public street. Standards are also set to reduce <br />the impact of curb cuts and driveways and to support the <br />pedestrian experience of the public realm with setbacks, build - <br />to lines and facade articulation as necessary. <br />as <br />EWEB Headquarters <br />The EWEB Headquarters provides an ideal location for office or <br />institutional uses in a location that provides dramatic views of <br />the Willamette River. These buildings frame a view of the river <br />and provide a terminus to 4th Avenue at the EWEB fountain. <br />Redevelopment recommendations for this area are consistent <br />with the existing character and stated community goals. <br />Height limits, build -to requirements and setbacks are <br />established for this area to allow office development, to buffer <br />parking uses, and to match the proposed architectural character <br />along 5th Avenue and Riverfront Streets. The guidelines also <br />recognize the site across from the existing EWEB Headquarters <br />Building as a potential location for new office use, mixed -use, or <br />wrapped parking that could serve the EWEB site and eliminate <br />the need for the existing surface parking lots on 4th Avenue. <br />34 ■ Rowell Brokaw Architects <br />
