Exhibit 4 <br />9.3160 S -DR Downtown Riverfront Special Area Zone Transaortation Svstem Standards. <br />(1) General Application of Standards. Transportation facilities shall be located and <br />constructed to standards at EC 9.6505 and EC 9.6800 through 9.6875, unless <br />otherwise specified herein. In the event of a conflict between standards, the specific <br />standards at EC 9.3160 shall control. <br />(2) Transportation Network. The Street Connectivity Standards at EC 9.6815 do not <br />apply in the S -DR Zone. The location of streets, alleys, and accessways shall be <br />consistent with Figure EC 9.3160(1) S -DR Zone Street Network. The following <br />requirements shall guide the location and design of streets within the S -DR Zone. <br />(a) The planned Great Street/Festival Street shall connect to High Street, in a <br />location at least 100 feet north of the railroad tracks, and the planned at -grade <br />railroad crossing at the extension of 8 th Avenue to form a continuous great <br />loop. <br />(b) The planned Mill Street shall be extended through the S -DR Zone to connect <br />with the planned street adjacent to the Railroad line. <br />(c) The planned Secondary Street adjacent to the Railroad line shall connect to <br />the planned extension of Mill Street and the planned street connection to the <br />Festival Street, or extend itself to the Festival Street. <br />(d) A minimum of one street shall connect the planned street adjacent to the <br />Railroad line with the Festival Street. <br />(e) Mid -block public alleys or accessways shall be provided, as conceptually <br />shown on Figure 9.3160(1) S -DR Zone Street Network, for access to <br />properties fronting streets or public open space. <br />(3) Street Classifications. Except for alleys and accessways, all streets in Figure EC <br />9.3160(1) S -DR Zone Street Network are classified as public local commercial - <br />industrial streets. <br />(4) Minimum Street Rights -of -Way and Street Design Standards. The Street Width <br />Standards at EC 9.6870 do not apply in the S -DR Zone. <br />(a) Street right -of -way must be the minimum width indicated in Figures EC <br />9.3160(2)(a) through (e). <br />(b) Streets shall be constructed as indicated in Figures EC 9.3160(2)(a) through <br />(e). <br />(c) Streets shall include on- street parking as indicated in Figures EC 9.3160(2)(a) <br />through (e). <br />(d) Stormwater runoff from streets shall be treated by curbside green <br />infrastructure systems identified at EC 9.3145(7)(d). <br />(e) Curb extensions shall be provided at street intersections and mid -block <br />crossings. <br />(f) Street trees shall be provided at a minimum spacing of 25 feet on center. <br />(g) Curb cuts other than required for alleys or accessways along the planned <br />Great Street /Festival Street are prohibited unless the curb cut provides access <br />to the Steam Plant. <br />(5) Alleys. Alleys shall have a minimum width of 14 feet and a maximum width of 20 <br />feet. <br />(6) Accessways. Accessways shall have a minimum width of 10 feet and a maximum <br />width of 12 feet. <br />(7) Design Review. As an alternative to compliance with (2), (4), (5), and (6) above, an <br />applicant may apply for approval of an alternative through the Design Review <br />process in accordance with the provisions of EC 9.3190. <br />14 <br />
