Councilor Taylor congratulated the Crest Drive/Friendly Street/Storey Boulevard neighborhood residents for <br />their consistent advocacy. She wondered why it took so long to provide the answers to questions that were <br />asked at the neighborhood meeting. <br /> <br />Councilor Taylor opined that the MOU for the WEP was an attempt to ;;slip it [the project] in quickly" <br />without addressing the ;;legal hassles." <br /> <br />Mayor Torrey expressed concern that staff and the Crest neighborhood were not reaching a level of <br />understanding needed to provide agreement on the scope of work for the project. He felt the time was <br />imminent that staff would have to formulate a recommendation and hold public hearings.
