ADMINISTRATIVE ORDER NO. 53-13-10 <br />of the <br />Planning & Development Department Executive Director <br />City of Eugene, Oregon <br />DELEGATING EXPENDITURE AUTHORITY, PROCUREMENT CARD <br />AUTHORITY, AND THE AUTHORITY TO EXECUTE CONTRACTS <br />AND CHANGE ORDERS FOR CONTRACTS WITHIN THE PLANNING <br />AND DEVELOPMENT DEPARTMENT AND REPEALING <br />ADMINISTRATIVE ORDER NO. 53-02-02. <br />The Executive Director of the Planning & Development Department finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Municipal Charter <br />of 2002, the City Manager is designated as the administrative head of the City and authorized to <br />make purchases and act as the business agent for the City Council in connection with the sale of <br />real estate and other business and commercial transactions. <br />B. Pursuant to that authority, my appointment as AIC Executive Director of the <br />Planning and Development Department was affirmed by Administrative Order No. 21 -12 -10 <br />issued by the City Manager. <br />C. The City Manager has delegated by Administrative Order (most recently by <br />Administrative Order No. 21- 12 -11) the authority to execute contracts to the Assistant City <br />Manager, to the City Attorney, and to the Executive Directors of City Departments (and to such <br />other department personnel as the Assistant City Manager, City Attorney, and Executive <br />Directors shall designate) expenditure authority, procurement card authority, and the authority to <br />execute contracts and change orders for contracts that do not exceed the amounts indicated for <br />each. <br />D. On June 24, 2002, the Executive Director of the Planning and Development <br />Department issued Administrative Order No. 53 -02 -02 delegating contract authority to positions <br />within that Department. It is necessary to amend that Administrative Order to update the <br />contract authority amounts. <br />NOW, THEREFORE, <br />The Executive Director of the Planning & Development Department orders and <br />directs that: <br />1. The following positions within the Planning and Development Department have <br />procurement card authorization authority, and the authority to execute contracts and change <br />orders for contracts, not to exceed the following amounts: <br />Administrative Order - Page 1 of 2 <br />
