COMMITTEE REPORTS <br />Councilors provided brief updates about the events and activities taking place in various <br />boards, commissions and committees. <br /> <br />Lane Council of Governments adopted its budget; things are going well. <br /> <br /> <br />Human Rights Commission is considering code language to protect transgendered <br /> <br />individuals. <br /> <br />Kudos to the Eugene Track Club for sponsoring the Butte to Butte run. <br /> <br /> <br />Peace Health downtown will be moving the Johnson Unit. <br /> <br /> <br />Sustainability Commission is planning its work plan retreat; carbon pricing bill <br /> <br />and internal climate planning efforts underway. <br /> <br />B. WORK SESSION and ACTION: <br />An Ordinance Concerning the Eugene Water & Electric Board Downtown <br />Riverfront Property (City Files MA 12-1, RA 12-1, CA 12-4, Z 12-6 and WG 12-4) <br /> <br />Senior Planner Gabe Flock reviewed the EWEB Master Plan and its elements, including <br />the policies, code amendments, form-based code components, zone change needs and <br />Willamette Greenway Permit for all development on that site. <br /> <br />Council Discussion: <br />• City’s investment in bringing project to fruition should be considered. <br />• Incentives for developer should be identified. <br />• The possible effects of eliminating the Riverfront Urban Renewal District should be <br />examined. <br />• There are concerns about form-based code being too prescriptive. <br /> <br />The Willamette Greenway and riverfront should remain in public hands. <br /> <br /> <br /> MINUTES – Eugene City Council July 8, 2013 Page 1 <br /> Work Session <br /> <br /> <br /> <br /> <br />
