<br />2. <br />ATTACHMENT C <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />July 8, 2013 <br />7:30 p.m. <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, Greg Evans <br /> <br /> <br />Her Honor, Mayor Piercy, opened the July 8, 2013, City Council meeting. <br /> <br />1. PLEDGE OF ALLEGIANCE TO THE FLAG AND READING OF THE DECLARATION OF <br />INDEPENDENCE <br /> <br />The Eugene Police Honor Guard presented the colors and led a recitation of the Pledge of <br />Allegiance to the Flag. Officer in Command Steve Williams read the Declaration of <br />Independence. <br /> <br />2. CEREMONIAL MATTERS: <br /> <br /> <br /> <br />The Eugene Police Forensics Unit was recognized for its recent accreditation by the <br /> <br />American Society of Crime Laboratory Director – Laboratory Accreditation Board. <br /> <br />Councilor Evans read a proclamation acknowledging the League of United Latin- <br /> <br />American Citizens’ (LULAC) legacy of protecting the human rights of Latin-American <br />citizens. <br /> <br />3.CONSENT CALENDAR <br /> <br /> <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to <br />approve the items on the Consent Calendar. PASSED 8:0. <br /> <br />4.PUBLIC FORUM <br /> <br /> <br />1. Helen Liguori – spoke about homelessness and tax incentives for developers. <br />2. Jim Hale - expressed concern about peak oil and supported the 5-cent-per-bag fee. <br />3. Leonard Epstein – expressed concern about the July 4th noise and fireworks dangers. <br />4. Bruce Wald – said the July 4th noise and explosions were traumatic for animals. <br />5. Alley Valkyrie – discussed homeless camping issues and neighborhood opposition. <br />6. Sabra Marcroft – expressed concerns moving the homeless off BLM’s land. <br />7.
