<br />ATTACHMENT D <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />July 10, 2013 <br />12:00 PM <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, <br />Chris Pryor, Claire Syrett, <br /> <br />Councilors Absent: Greg Evans <br /> <br />Her Honor, Mayor Piercy, opened the July 10, 2013, City Council work session. <br /> <br />A. WORK SESSION: Homeless Camping <br /> <br />Public Works Executive Director Kurt Corey introduced the topic and provided <br />background from previous meetings. <br /> <br />Council discussion, questions, requests and concerns: <br /> <br />Cost to City if code is changed to allow six vehicles in the car camping program. <br /> <br /> <br />Cost to develop a network registry connecting campers to property owners who <br /> <br />have space <br /> <br />Pilot program between public/private agencies for developing temporary sites for <br /> <br />overnight sleeping <br /> <br />Impacts of homelessness on neighborhoods and residents <br /> <br /> <br />Long-term funding for shelter, affordable housing and camping locations. <br /> <br /> <br />Costs over time for clean-up, relocation, etc. <br /> <br /> <br />Council work session on Community Development Block Grant funds for shelter. <br /> <br /> <br />Creation of new problems by trying to solve existing ones. <br /> <br /> <br />Temporary shelter a transitional goal –not funding a way of life for homeless <br /> <br />people who choose to remain homeless. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, <br />moved to direct the City Manager to include in a proposed ordinance a <br />provision removing the sunset on the ordinance authorizing Conestoga <br />huts. PASSED 7:0. <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, <br />moved to direct the City Manager to remove from the list of potential <br />homeless camping any site located in a residential area or close to a school. <br />MINUTES – Eugene City Council July 10, 2013 Page 1 <br /> Work Session <br /> <br /> <br />
