EUGENE CITY COUNCIL <br />AGENDA ITEM SUMMARY <br /> <br /> Adoption of Resolution 4813 Authorizing Lane County to Assess Benefiting Properties <br /> Under the Jurisdiction of the City for Improvements to North Game Farm Road between <br /> Coburg Road and 965 Feet Southeast of Old Coburg Road <br /> <br />Meeting Date: October 11, 2004 Agenda Item Number: 3C <br />Department: Public Works Staff Contact: Mark Schoening <br />www. cl. eugene, or. us Contact Telephone Number: 682-5243 <br /> <br />ISSUE STATEMENT <br />The City Council is being asked to adopt a resolution authorizing Lane County to assess benefiting <br />properties under the jurisdiction of the City for improvements to North Game Farm Road between <br />Coburg Road and 965 feet southeast of Old Coburg Road. Improvements to be assessed include <br />concrete curb and gutter, sidewalks, and driveways. <br /> <br />BACKGROUND <br />There are several differences in the assessment policies of the County and the City that will affect the <br />assessment for individual properties. The section of North Game Farm Road proposed for <br />improvements is classified as a minor arterial. The assessable project costs under the County's <br />assessment policies for this road classification includes curb and gutter, sidewalks and driveways. The <br />same project elements are assessable under the City's assessment policies for arterials and collectors. <br />However, the City also assesses for a portion of the pavement width, 3-1/2 feet for minor arterials. <br /> <br />The County assesses for the entire frontage of the benefiting property for road improvements. The City <br />assesses a minimum of 50 feet for properties with less than 50 feet of frontage, the actual frontage for <br />properties with 50 feet to 100 feet of frontage and a maximum of 100 feet for properties with more than <br />100 feet of frontage. Of the properties under the jurisdiction of the City on North Game Farm Road, <br />there are no properties with less than 50 feet of frontage and seven properties with more than 100 feet of <br />frontage. A preliminary plat for a new subdivision has been filed for the large parcel on the southwest <br />corner of the intersection of North Game Farm Road and Crescent Avenue. The new subdivision will <br />have 11 properties with frontage on North Game Farm Road. For all of properties, the assessments will <br />be less under the County's assessment policies than for a similar project under the City's assessment <br />policies. <br /> <br />Seventeen properties under the jurisdiction of the City will be assessed for approximately 2,603 feet of <br />frontage. The estimated assessment based upon recent Lane County projects will be approximately <br />$35.00 per linear foot for concrete curb and gutter, sidewalks and driveways. The assessable frontage <br />for individual properties will range from 60 feet to 115 feet. Assessments may be financed through <br />Lane County.
