ADMINISTRATIVE ORDER NO. 21-13-02 of the City Manager City of Eugene, Oregon AMENDING CITY OF EUGENE'S POLICIES FOR PAPER SAVING TECHNIQUES AND THE PURCHASE OF RECYCLED OFFICE PAPER TO BE UTILIZED IN CITY COPIERS, PRINTERS, AND FAX MACHINES; AND REPEALING ADMINISTRATIVE ORDER NO. 21 -05- 07. The City Manager of the City of Eugene finds that: A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City Manager is designated as the administrative head of the City, specifically authorized to appoint and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, disband and reorganize various City departments, and to enforce all ordinances of the City. B. On December 13, 2005, Administrative Order No. 21 -05 -07 was issued adopting the City of Eugene's policies for paper saving techniques and the purchase of recycled office paper to be utilized in City copiers, printers, and fax machines. That policy provided, in part, that "White printer and copier paper and letterhead used by City departments, divisions, and work groups contain 100 percent post- consumer -waste recycled content and be processed chlorine -free. Colored paper contain at least 30 percent post- consumer -waste recycled content." C. The City has experienced significant problems with 100 percent post- consumer waste (PCW) recycled paper in the City's multi - function devices /copiers due to inconsistencies in the way that the paper is made and the tendency for the 100 percent PCW recycled paper to curl, leading to equipment jams. Additionally, the City's paper supplier has recently closed their mill and the City is no longer able to purchase the quality of recycled content paper as it has in the past. Most of the PCW paper is now milled in Alabama, Georgia, or South Korea. Purchasing paper from long distance providers is not a sound sustainable practice. D. It is necessary to amend the City's paper use policy to allow the use of no less than 30 percent PCW recycled paper when 100 percent PCW recycled paper does not meet equipment efficiency needs and when such paper is not available from mills located in the greater northwest. Now, therefore, based upon the above findings, I order that: Section 1 . White multi - purpose printer paper and letterhead used by City departments, divisions, and work groups contain 100 percent post- consumer -waste (PCW) recycled content and be processed chlorine -free, except in such cases that the quality of available 100 percent Administrative Order - Page 1 of 2
