Councilors Present: George Brown, Betty Taylor, Alan Zelenka, Chris Pryor, Claire Syrett,
Greg Evans, Mike Clark (via conference phone)
Councilors Absent: George Poling
Mayor Piercy opened the September 16, 2013, City Council meeting.
1. PUBLIC HEARING: Annexation for Pennington Family Trust
1. Rick Satre, spoke in favor of the annexation on behalf of the applicant.
2. PUBLIC HEARING: An Ordinance Concerning Publication of Snow Emergency Route
Maps; Repealing Section 5.684 of the Eugene Code, 1971; and Amending Section
5.686 of that Code
In response to questions, staff noted the map will no longer be published in the
newspaper, but an interactive color map of the route will be posted to the internet and
the department will mail out paper copies of the map on request.
No one signed up to speak.
3. PUBLIC HEARING: An Ordinance Concerning Permitted Overnight Sleeping;
Amending Section 4.816 of the Eugene Code, 1971; and Providing a Sunset Date for
Uncodified Provisions
1. Todd Hurlburt - supported four camps with 15 individuals per camp.
2. Sabra Marcroft - expressed frustration about the unmet needs of the homeless.
3. Charliene Toler - asked for a place to shelter people, the disabled, mentally ill, etc.
4. Michael Carrigan - supported increased number of campers in car camping program.
5. Wayne Martin - said Opportunity Village works well, more campsites are needed.
6. Michael Adams - supported increasing the number of rest stops.
7. Joshua 'Jersey" Tonkin - was unhappy about the poor treatment of homeless people.
8. Peter Grotticelli - said he wants many villages; enough to give shelter to thousands.
9. Leslie Robnett - expressed frustration with the way homeless are treated.
10. Conrad Barney - submitted a document about homelessness; said he wants to help.
11. Barbara Prentice - said the camper evictions caused camps to spring up all over.
12. Jerry Smith - supported the homeless; asked about camping in Civic Stadium.

13. Ruth Duemler - said she supported the homeless and asked when will we help them.
14. Jana Thrift - asked the council to set up multiple camps and let people self - govern.
15. Alley Valkyrie - said camps work; the council needs to allow camps and extend hours.
16. Helen Shepard - said she is unhappy her tax dollars are being used against homeless.
17. Eric Stanton - asked the council to stop ticketing people for sleeping.
18. Majeska Seese -Green - said she supports the camping program expansion.
19. Tuck Swords - said sleep deprivation is a big problem, wants more, 24 -hour camps.
20. Art Bowman - said this problem has been going on a long time; it's time to fix it.
21. Joe Tyndall - said Opportunity Village model is too costly; find a better way.
22. D. Maria - said Family Shelter saved her and her family from homelessness.
23. Pauline Rughani - asked why sleeping tailgaters are treated differently from homeless.
24. Jean Stacey - said the homeless can't take anymore; we are at a Birmingham Moment.
25. Michael Gannon - said we've made some choices that have caused human suffering.
26. Donna Grant, Occupy Medical Nurse - said all facilities are over capacity now.
4. WORK SESSION: Civic Stadium
City Attorney Glenn Klein introduced the item and responded to several questions posed
by councilors.
MOTION: Councilor Evans, seconded by Councilor Brown, moved the following:
Whereas, it is a wide - spread community goal that:
1. Civic Stadium be preserved and renovated as a historic landmark that serves as
a vital center of community activity, and
2. The preservation and renovation by done with minimal or no net cost to the
City;
Therefore the Council directs the City Manager to:
1. Work with 4 -J School District and those organizations, such as Lane United FC,
Save Civic, Travel Lane County and others, whose goal is preservation and
renovation of Civic Stadium, to present Council with alternative plans by which
the community's desired goal could be achieved.
2. Such plans should consider at least the following:
a. Rehabilitation, restoration and maintenance as a sports and community
recreational venue and city asset.
b. Proposals by interested parties for public /private partnership to develop
and maintain the facility.
c. Establishment of a separate "Civic Stadium Authority" to acquire and
manage the Civic Stadium property and facility.
3. Such plans should include information from independent parties, as well as
staff, on projected costs, revenues and other benefits that would accrue to the
City of Eugene for at least the following alternatives:
a. Permanent acquisition and operations by the City of Eugene.

b. Permanent acquisition by the City of Eugene with leasing to other party(ies)
for operations
c. Interim purchase by the City of Eugene with subsequent resale to other
party(ies).
A friendly amendment to direct the City manager to prepare a proposal for
consideration by the Council to lease or purchase Civic Stadium was accepted.
PASSED: 5:2; councilors Clark and Pryor opposed.
Council Discussion: Several councilors expressed support for purchasing and
preserving the stadium, while others felt it was either not a good investment for the City
to make or not the right time for the City to consider this action due to budget
considerations.
5. WORK SESSION: Community Development Block Grant Financing Options for
Homeless Sheltering
Community Programs Analyst Michael Wisth presented an overview of the CDBG
program and how the money is being used.
After some discussion, the council decided to work on a short -term plan for a safe and
dry place for the homeless to sleep as well as a long -term planning strategy for the
future.
The meeting adjourned at 10:14 p.m.
