Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark,
Chris Pryor, Claire Syrett, Greg Evans
Mayor Piercy convened the September 23, 2013, City Council meeting.
1. PUBLIC FORUM
1. Dennis Hebert, encouraged 4J and the City to cooperate to save Civic Stadium.
2. Charliene Toler, requested a legal places to sleep, suggested using empty buildings.
3. Gordon Levitt, encouraged consideration of a climate change ordinance.
4. Tayo Olson, said a local effort now might prevent climate change.
5. Julia Olson, supported empowering youth to become involved in climate protection.
6. Michael Carrigan, supported the City Manager's homeless camping proposal.
7. Patrice Dotson, asked Eugeneans to reach out and help homeless people.
8. Jai Veda, said homeless rest stops not enough; Eugene needs to do more.
9. Alley Valkryie, thanked the City for its homeless work; it's a step in the right direction.
10. Todd Hurlburt, thanked everyone for their work on homelessness; it's a good step.
11. Joshua Tonkin, said the intent at camps is to make them clean and be good neighbors.
12. Ronnie Aurena, said he is happy about homeless proposal, but wants EPD to be tamed.
13. Wayne Ford, thanked council for its work on homelessness, supported small camps.
14. Jerry Smith, thanked all for their work on homelessness; need to help disabled people.
15. James Beason, said homeless camps are not comfortable, but they're safe.
16. Andrew Ross, asked the council to do something for all homeless people.
17. Joseph Newton, said he is tenuously housed; homeless proposal is a good 1St step.
18. Betty Snowden, supported efforts to help the homeless; proposal is good 1St step.
19. Dan Bryant, conveyed support for camping proposal, noting.
20. Kyra Gunther, said she is new to the area; impressed by local sustainability efforts.
21. Donna Riddle, said homeless plan is good; now focus more on fragile people.
22. Susan Miller, said everyone needs to have a heart and help others.
23. Maile Urbancic, supported the installation of a traffic camera on Agate Street.
24. Scotty Perey, said camping proposal is a great beginning; we need more camps.
25. Dan Soeby, opposed use of Naval Reserve site for camping.
26. Elga Brown, supported the installation of a traffic camera on Agate Street.
27. Glenda Utsey, supported the installation of a traffic camera on Agate Street.

28. Peter Grotticelli, said he is emotionally disabled, and supports camping.
29. Michael Adams, supported the homeless camping proposal.
30. Barbara Date, thanked the council for helping homeless, and urged quick action.
31. Michael Gannon, asked why it has taken so long to help homeless.
32. Ken Kato, supported the installation of a traffic camera on Agate Street.
2. CONSENT CALENDAR
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to
approve the items on the Consent Calendar. PASSED 8:0.
3. ACTION: Adoption of Resolution Annexing Land to the City of Eugene (Pennington
Family Trust - A 13 -3)
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to
adopt Resolution 5093 annexing land to the City of Eugene (Pennington Family
Trust - A 13 -3). PASSED: 8:0.
4. ACTION: An Ordinance Concerning Publication of Snow Emergency Route Maps;
Repealing Section 5.684 of the Eugene Code, 1971; and Amending Section 5.686 of
that Code.
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to
adopt Council Bill 5099, an ordinance concerning publication of snow emergency
route maps. PASSED: 8:0.
5. WORK SESSION AND POSSIBLE ACTION: Homeless Camping
Public Works Director, Kurt Corey briefly recapped this topic. He noted that after some
consideration the idea of the City creating a database to connect people to services is not
feasible for a variety of reasons.
The Mayor and Council discussed several components of the `rest stop' idea. Concerns
were raised about specific sites such as the Naval Reserve building and the County Farm
property, as both are in residential areas and the Naval Reserve building is very near a
school.
MOTION and VOTE: Councilor Poling, seconded by Councilor Clark, moved to
direct the City Manager to not consider either the Naval Reserve Center property
or the County Farm property as a potential location for a homeless camp /rest stop
type site.
A friendly amendment adding the language `any additional development of those
areas where homeless people are camping' was accepted.
PASSED: 8:0.
Mayor Piercy shared the details of a proposed camping ordinance prepared by the City
Manager.

MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to
adopt Council Bill No. 5098, an ordinance attached to the City Manager's
September 20, 2013, e -mail to the Mayor and Council concerning permitted
overnight sleeping. PASSED: 6:2, Councilors Poling and Clark opposed.
The meeting adjourned at 10:00 p.m.
