Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark,
Chris Pryor, Claire Syrett, Greg Evans
Mayor Piercy convened the September 25, 2013, City Council work session.
A. WORK SESSION: Downtown Public Safety Strategy
Police Chief Pete Kerns and Municipal Court Administrator Cheryl Stone provided
background on the item and outlined plans to implement a new "Community Court"
program.
Council Discussion:
Support for and opposition to sunsetting the Downtown Public Safety Zone were
expressed, with some noticing improved safety and others voicing concern that
significant problems still exist. Most agreed that the Community Court model sounded
promising and that the issue of restrooms needs to be addressed.
B. WORK SESSION: Re- Designation of Striker Field Park
Parks and Open Spaces Planning Manager Neil Bjorklund introduced the item and
explained the process for re- designation.
MOTION and VOTE: Councilor Poling, seconded by Councilor Clark, moved to direct
staff to bring back to Council a plan for initiating re- designation of Striker Field as a
neighborhood park.
A friendly amendment requesting that staff bring back as part of the plan a public
hearing on the re- designation of this field was accepted.
PASSED: 6:2; Councilors Brown and Taylor opposed.
C. ADDITIONAL COUNCIL BUSINESS
1. Camping Ordinance Emergency Clause
City Attorney Glenn Klein informed the council that if a homeless camping site
was identified in the next 30 days, the ordinance passed by the council on
September 23, 2013, would require an emergency clause in order for council
to approve the site.

MOTION and VOTE: Councilor Pryor, seconded by Councilor Brown,
moved that the council reconsider its approval Monday night of the
ordinance concerning overnight camping. PASSED: 6:2; Councilors Poling
and Clark opposed.
MOTION and VOTE: Councilor Evans, seconded by Councilor Pryor, moved
to amend the ordinance, to add a new section 5: Due to the inclement
weather and the need to provide assistance to homeless persons as soon as
possible, pursuant to the provisions of section 32 (2) of the Eugene Charter,
with the affirmative vote of 2/3 of the members of the Eugene City Council,
upon adoption by the Council and approval by the Mayor, or passage over
the Mayor's veto, this ordinance shall become effective immediately.
PASSED: 7:1; Councilor Clark opposed.
VOTE ON MOTION AS AMENDED: PASSED: 6:2; Councilors Poling and
Clark opposed.
2. Civic Stadium Motion Clarification
MOTION and VOTE: Councilor Brown, seconded by Councilor Evans,
moved to direct the City Manager to prepare for Council's consideration a
plan for the City of Eugene to acquire the Civic Stadium property from 4 -1
School District via land swaps; purchase; lease -to -buy; a combination of
these; or any other means the City Manager deems feasible. If Council
approves any such plan, the proposal shall be submitted to 4 -1 in the School
District's RFP process, in which proposals are currently due by Dec. 3,
2013. PASSED: 5:3; Councilors Pryor, Poling and Clark opposed.
MOTION TO EXTEND: Councilor Poling, seconded by Councilor Clark,
moved to extend the meeting by 10 minutes. PASSED: 8:0.
Council voted to extend the meeting time by five minutes. PASSED: 6:2;
Councilors Taylor and Syrett opposed.
Councilor Clark asked staff to obtain the results of the University of Oregon's
research on the cost of a total rehabilitation of Civic Stadium.
The meeting adjourned at 1:40 p.m.
