Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark,
Chris Pryor, Claire Syrett, Greg Evans
Mayor Piercy opened the October 30, 2013, City Council work session.
A. WORK SESSION: Envision Eugene Implementation: Single - Family Code
Amendments (City File CA 13 -3)
Senior Planner Alissa Hansen introduced the topic, reviewing Envision Eugene goals,
the code amendments, public engagement process, and project timeline.
The council requested more detailed information about the Planning Commission votes
on the package of amendments.
Council Discussion/ Questions /Concerns
• The council discussed the merits of including a sunset date with the proposed
code amendments.
• In response to concerns that only three neighborhoods were identified for
temporary code changes, staff clarified that the intent of the proposed
amendments is to promote more owner - occupied houses.
• A request was made to pull the alley access lot provisions from this package of
code amendments.
• Concerns were expressed that the approval criteria are too vague; a request was
made to define these in greater detail.
B. WORK SESSION: An Ordinance Amending the Eugene - Springfield Metropolitan
Area General Plan Text, Chapter IV; Adopting a Severability Clause; and Providing
an Effective Date (City of Eugene File MA 13 -3)
Interim Planning Director Carolyn Burke and Senior Planner Alissa Hansen introduced
the topic, reminding council the proposed amendments would only impact Chapter 4 of
the Metro Plan as required by HB 3337.

Work Session
The amendments specifically address the decision - making changes that will need to take
place by Eugene and Springfield as separate cities, making separate decisions about
growth within their boundaries.
Council Discussion /Concerns /Issues:
• It will be challenging to identify Eugene's urban growth and City limits
boundaries.
• The removal regional impact elements and decision - making authority is a big
concern.
• It is important to include some form of conflict resolution in the new system.
