Mayor Piercy opened the December 9, 2013, City Council meeting.
1. CONSENT CALENDAR
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to approve
the items on the Consent Calendar. PASSED 8:0.
2. PUBLIC HEARING AND ACTION
Resolution Adopting a Supplemental Budget; Making Appropriations for the City of Eugene
for the Fiscal Year Beginning July 1, 2013 and Ending June 30, 2014. Mayor Piercy opened
the public hearing.
1. John Barofsky - voiced concerned that the budget materials weren't available until recently.
2. Michael Gannon - questioned the City's spending priorities.
MOTION and VOTE: Councilor Poling, seconded by Councilor Taylor, moved to adopt
Resolution 5098, adopting a Supplemental Budget; making appropriations for the City of
Eugene for the Fiscal Year beginning July 1, 2013, and ending June 30, 2014.
PASSED 8:0.
Mayor Piercy adjourned the City Council meeting and convened the Eugene Urban Renewal
Agency.
3. PUBLIC HEARING AND ACTION
Resolution Adopting a Supplemental Budget; Making Appropriations for the Urban
Renewal Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2013, and
Ending June 30, 2014.
1. John Barofsky - asked if URA funds could be used to address homeless shelter issues.
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor moved to adopt
Resolution 1069, adopting a Supplemental Budget; making appropriations for the Urban
Renewal Agency of the City of Eugene for the Fiscal Year beginning July 1, 2013, and
ending June 30, 2014. VOTE: 8:0; PASSED.

4. PUBLIC HEARING
Ordinance Vacating the Portion of West 4th Alley Located between 4th and 5th Avenues
and Lincoln and Charnelton Streets (VRI 13 -1): Mayor Piercy opened the public hearing.
1. Cheryl Monson - noted that the applicant improved the area and plans to continue.
2. Peter Anthony - supports the alley vacation and improvement of the area.
3. John Barofsky - said he felt it was in the public interest to approve the alley vacation.
4. Jim Spickerman - said it is in the best interest of the public to vacate the alley.
Mayor Piercy closed the public hearing and the record for this item.
S. PUBLIC HEARING
An Ordinance Concerning Stormwater Management and Amending Sections 9.0500,
9.4780, 9.6790, 9.6791, 9.6792, 9.6796, 9.6797, 9.8030, 9.8055, 9.8090, 9.8100, 9.8215,
9.8220, 9.8320, 9.8325, 9.8440, 9.8445, 9.8515, and 9.8520 of the Eugene Code, 1971; and
Providing an Effective Date.
1. Boyd Iverson - Expressed concerns about new rules and said further analysis is needed.
6. PUBLIC FORUM
1. Jennifer Yeh - asked the City to maintain 955 Coburg Road as low density residential.
2. Dick Hansen - supported preserving the low density designation for 955 Coburg Rd.
3. Chelsea Clinton - expressed Metro Plan amendment concerns; supported the low density zone.
4. Don Murray - said he wanted 955 Coburg Rd. to remain low density residential zoning.
5. Shawn Boles - urged the council to act on climate change issues, goals, and work plan.
6. Gordon Levitt - asked the council to set a work session date to address climate change concerns.
7. David Hazen - supported suspending enforcement of the camping ban and more rest stops.
8. Phyllis Hockley - asked council to preserve Whoville, noting the dangers of extreme weather.
9. Sue Craig - cited the Jones vs. City of LA precedent requiring cities to provide adequate shelter.
10. Robin Bloomgarden - noted that Eugene has far more homeless than it has shelter beds.
11. Rob Molinar - discussed Code violations and their impacts on homeless.
12. Kristen Brandt - provided more info on the Jones vs. LA lawsuit.
13. Steve McAllister - said the City should build shelters for homeless.
14. Mike Cetto - asked the council to consider annual inspections of vehicle emissions.
15. Alexander Daniell - asked for more homeless shelters and a second Opportunity Village.
16. Bob Brown - said he was happy that the City has stepped up to address homelessness.
17. Mariah Leung - recited lyrics from a song to support giving homeless people a chance.
18. Jack Dresser - said he was a scientist working on harm prevention and climate change.
19. John Monroe - said that the business community can make homeless people feel unwanted.
20. Alley Valkyrie - cited statistics about human waste as it relates to the homeless.
21. Plaedo Wellman - said allowing Whoville supports the City's goal of being a Human Rights City.
22. Wayne Martin - detailed the faith community's efforts to help the homeless.
23. Ryan Schmidt - asked the City to allow Whoville to continue.
24. Graham Lewis - thanked the council for its work on homeless issues.
25. Jacob Abbatello - asked the council to allow Whoville to continue.
26. Jonathan Morgan - said he is a new resident of Eugene who supports camps for homeless.
27. Joanna Brook - asked the council to have mercy on those less fortunate.
28. Clark Barbee - said the residents of Whoville need security and community.
29. Art Bowman - said the camps are working and supported their continuation.

30. Nicola Calvert - asked the keep homeless camps open and prepare additional shelters.
31. Laura Ohanian - support existing camps and creating additional space for rest stops.
32. Lauren Regan - asked how the community provides adequate care for the vulnerable.
33. Jean Stacey - said the homeless need protection from police enforcement of camping laws.
34. Michael Carrigan - said that more is needed for the homeless population in order to save lives,
35. Jennifer Frenzer- Knowlton - asked for four more rest stops and keeping Whoville intact.
36. Gregory Rose - Supported the SLEEPS proposal to allow Whoville to remain in place
37. Ambrose H oltham- Keathley - reported that Whoville is a successful initiative.
38. Madeline Smith - supported an environmental justice petition to preserve the Earth.
39. Reagan Clark - advocated for the rights of the homeless to be warm and safe
40. Scotty Perey - asked for a continuation of Whoville and a lifting of the camping ban.
41. Peter Grotticelli - said that tribal communities are growing, people are helping each other.
42. Michael Adams - asked the council not to shut down Whoville, where campers can feel safe.
43. Michael Gannon - said life on the street is not easy; questioned the City's priorities.
44. Tzedakah - asked that Whoville be allowed to continue; it is saving lives.
45. Erica Gibson - encouraged the council to adopt the climate recovery ordinance.
