Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris Pryor,
Claire Syrett, Greg Evans
Mayor Piercy opened the December 11, 2013, City Council work session.
MOTION: Councilor Poling, seconded by Councilor Clark, moved that the council initiate
a Metro Plan amendment to change the designation of 955 Coburg Rd. from R2, Medium -
Density Residential to R1, Low - Density Residential.
MOTION TO AMEND: Councilor Zelenka, seconded by Councilor Syrett, moved to
amend the main motion to have the City Manager schedule a work session on a
Metro Plan amendment for 955 Coburg Rd. VOTE: PASSED 5:4, councilors
Pryor, Syrett, Zelenka and Taylor in favor; Mayor Piercy broke tie in favor.
VOTE ON MAIN MOTION AS AMENDED: PASSED 5:4, Councilors Pryor, Syrett, Zelenka
and Taylor in favor;, Mayor Piercy broke tie in favor.
Councilor Clark requested a copy of the signed Planning Commission letter from 1992 regarding
this issue.
A. WORK SESSION: River Road /Santa Clara Follow -Up
Library, Recreation and Cultural Services Executive Director Renee Grube AIC Intergovernmental
Relations Manager Lisa Gardner introduced the item and provided background information. Also
present to represent the perspectives of the neighborhood associations were Jerry Finnigan and
Jon Belcher.
Discussion points included:
Effective outreach needed to ensure people understand the issues, impacts and benefits:
Important to protect the character and natural resources of the neighborhoods.
Self- determination a high priority and shared value among residents.
Representation in City decisions a benefit of annexation
Annexation not a revenue - neutral process; work must be done to determine how to fund
services for everyone who annexes.

B. WORK SESSION: Regional Economic Prosperity Update
Urban Services Manager Denny Braud provided information about regional economic prosperity
efforts and organizational changes at Lane Metro Partnership (LMP). The program is currently
operating on a reduced budget and partners have hired a consulting firm to help redefine its
mission.
Discussion points included:
• Important to define Council's goals for economic development going forward.
• More information is needed about what the LMP current does does, how it functions, etc.
• More energy should be focused on local rather than regional economic development
efforts.
Councilor Zelenka requested a copy of the questions the consultants are asking stakeholders.
The meeting adjourned at 1:40 p.m.
