ISSUE STATEMENT
This is an action item to appoint members to the Budget Committee, and Toxics Board, Lane
Regional Air Pollution Authority (LRAPA), Historic Review Board, and Police Commission.
BACKGROUND
Each year the council makes appointments to boards, committees and commissions. The last
major recruitment and appointment process occurred in October 2003. Chapter 2 of the Eugene
Code addresses standing committees to the City Council and the appointment process for those.
For most standing committees created in the Code, the council is the appointing authority.
The annual recruitment for boards, committees and commissions was initiated on July 19, 2004,
and concluded on September 24, 2004. The recruitment was publicized on the Internet, through
press releases, council newsletter items, city offices, and at city related meetings and event. In
addition, information and outreach on city boards, committees and commissions was available at
the Eugene Celebration. Notices of the vacancies were mailed to a number of community
organizations, and a list of interested parties.
Members of the council were provided with copies of the applications. From this, the council
selected those persons who were to be considered as finalists and who were subsequently
interviewed by the council. If an applicant received five or more votes to be appointed, that
person was presumed to be appointed and thus the motion to appoint reflects that presumption.
The council may nominate applicants receiving less than five votes. Ballots are attached to the
agenda item summary. Councilors are to complete the ballot and turn it in to council support staff
at the beginning of the work session on Monday, October 25. Ballots will be tallied and provided
to the council at the start of the 7:30 p.m. meeting, that same night.
Appointments for the Budget Committee, Toxics Board, Historic Review Board, Police
Commission, and the Lane Regional Authority (LRAPA) are all set for October 25. Due to
scheduling concerns, the appointments for the Planning Commission and the Human Rights
Commission have been set for Monday, November 8.

The City Council appoints members to the Budget Committee and the Toxics Board. For
LRAPA and the Police Commission, the Mayor nominates and the City Council appoints. Finally,
for the Historic Review Board, the Mayor and President of the Planning Commission nominate
and the City Council appoints.
The terms on these boards, committees and commission begin on November 1, 2004.
RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various city policies.
COUNCIL OPTIONS
The City Council may
1. Appoint applicants who have been nominated; or
2. Appoint other applicants from the pool, or
3. Seek additional candidates for these positions.
CITY MANAGER'S RECOMMENDATION
The City Manager has no recommendation on this item; the appointments are made by the City
Council.
SUGGESTED MOTIONS
Budget Committee
There are two vacancies on the Budget Committee. Thirteen applications were received,
including one current member who wished to be reappointed. From this pool, the council chose
to reappoint one member in the initial round and to interview eight other applicants on October
12-13, 2004.
Move to reappoint Terrance McDonald to Position 2 on the Budget Committee for a three-year
term beginning November 1, 2004 and ending on October 31, 2007.
Move to appoint to Position 7 on the Budget Committee for a three-year term
beginning November 1, 2004 and ending on October 31, 2007.
Toxics Board
There are four vacancies on the Toxics Board. One is for a "right-to-know advocate" position
and two are "business required to report" positions, as one member resigned. In addition, the
terms of the neutral position on the Toxics Board expires on October 31, 2004, thus requiring
another appointment. There was one applicant for the "right-to-know advocate," three applicants
for the "business required to report" positions, and one applicant for the neutral position. None
of these applicants received five or more votes to appoint and therefore to that his/her name
placed in nomination. The current members of the Toxics Board addressed a memo to the City
Council to make recommendations on these appointments. A copy of this memo is attached.

Move to appoint to Position 1, the unexpired term of Brian Allen, as an industry
representative, on the Toxics Board for a three-year term beginning on November 1, 2003 and
ending on October 31, 2006.
Move to appoint to Position 2, as an industry representative, on the Toxics Board
for a three-year term beginning on November 1, 2004 and ending on October 31, 2007.
Move to appoint to Position 5, an advocacy representative on the Toxics Board
for a three-year term beginning on November 1, 2004 and ending on October 31, 2007.
Move to appoint to Position 7, the neutral position, on the Toxics Board for a
three-year term beginning on November 1, 2004 and ending on October 31, 2007.
Lane Regional Air Pollution Authority (LRAPA)
There is one vacancy on the LRAPA Board. Two persons applied for the vacancy and one person
was interviewed by the Mayor on October 20. The Mayor nominates persons to this body and the
council appoints.
Move to appoint Earl Koenig to Position 2, a Eugene at-large position to the Lane Regional Air
Pollution Authority Board of Directors.
Historic Review Board
There were four vacancies on the Historic Review Board. Nine applications were receive for these
vacancies, including four current members who wished to be considered for reappointment. The
president of the Planning Commission and the Mayor nominate candidates for this body and the
council appoints. The Mayor and Planning Commission president are nominating all four current
members for an additional term.
Move to reappoint Karen Seidel to Position 1, on the Historic Review Board for a four year term
beginning November 1, 2004 and ending on October 31, 2008.
Move to reappoint Gunnare Schlieder to Position 2, on the Historic Review Board for a four year
term beginning November 1, 2004 and ending on October 31, 2008.
Move to reappoint Christine Thompson to Position 4, on the Historic Review Board for a four
year term beginning November 1, 2004 and ending on October 31, 2008.
Move to reappoint Richard Danemiller to Position 6, on the Historic Review Board for a four
year term beginning November 1, 2004 and ending on October 31, 2008.
Police Commission
Due to a resignation, one vacancy occurred on the Police Commission. Recruitment for this one
position yielded fourteen applications. The Mayor nominates candidates and the council appoints
members to this commission. A subset of the Police Commission recommended several
candidates to Mayor Torrey who then interviewed three candidates.

BUDGET COMMITTEE RECRUITMENT - Current
DESCRIPTION The Budget Committee reviews the proposed operating and capital budget each fiscal year and makes
recommendations on the budget that are submitted to the City Council. The Budget Committee reviews
supplemental budget items that amend the approved budget.
MEMBERSHIP The Budget Committee is composed of all eight city councilors and eight lay citizens members.
TERM Lay members serve a three year term; councilors serve as long as they are in office.
APPOINTMENT The City Council appoints the lay citizen members.

TOXICS BOARD CURRENT MEMBERS
DESCRIPTION The Toxics Board administers and oversees the City of Eugene's hazardous material reporting program. It ts
authorized to enforce reporting requirements and impose penalties.
MEMBERSHIP There are seven members; three members who are employed by or are agents of businesses required to report
under the law; three who have a proven record of environmental advocacy; and one neutral position.
TERM Members serve three year terms.
APPOINTMENT The City Council appoints the three members representing businesses and the three advocates. The Seventh
and neutral position ts nominated by the six members of the Toxics Board. The City Council then appoints the
seventh member from the nomination submitted by six members.

SUBJECT: APPOINTMENT OF TOXICS BOARD MEMBERS
Council is scheduled to act on appointments to the Toxics Board (and other City boards
and commissions) on October 25. We wish to forward to you our recommendations for
the Toxics Board.
Position 1: Dou~ Brooke
The sitting business representatives on the board recommend that Mr. Brooke be
appointed to serve out the unexpired term of Brian Allen, who is resigning from the
board. This term expires October 31, 2006.
Position 2: David Doll
The sitting business representatives on the board recommend that Mr. Doll be appointed
to a full three-year term expiring October 31, 2007.
Position 5: Jennifer Gleason
The sitting right-to-know representatives on the board recommend that Ms. Gleason be
reappointed to a second three-year term expiring October 31, 2007.
Position 7: Marylee Bowman
The sitting business and right-to-know representatives on the board today voted 5:0 to
nominate Ms. Bowman for reappointment to a second three-year term expiring October
31, 2007. This vote makes Ms. Bowman, who is the sole applicant for the position,
eligible to serve.

LANE REGIONAL AIR POLLUTION AUTHORITY RECRUITMENT
DESCRIPTION The Lane Regional Air Pollution Authority sets and adopts policy for operation and makes recommendations on
issues directly related to air quality in Lane County.
MEMBERSHIP The City of Eugene has three positions; one elected official and two citizen at-large positions.
TERM Citizen members serve three year terms; the elected official appointment is made each year.
APPOINTMENT The Mayor appoints the elected official annually; mayor nominates and then the council appoints the at-large

HISTORIC REVIEW BOARD CURRENT MEMBERS
DESCRIPTION The Historic'Review Board maintains a historic preservation program for the City. The duties of the board include
acting on applications concerning designation of historic landmarks, moving and demolition of historic landmarks,
removal of historic landmark status and acting upon appeals ~of administrative decisions for historic property

POLICE COMMISSION CURRENT MEMBERS
DESCRIPTION The Police Commission exists to advise the City Council on ways to increase communications between
police and the community, leading to a greater understanding of the preferred policing alternatives; to
identify police policy and resource issue, s related to preferred policing alternatives; to provide input on police
policies and procedures that reflect community values.
MEMBERSHIP Membership on the Police Commission includes: two city councilors; one Human Rights Commissioner; one
member from the citizen review board, if in existence; one member recommended by the police chief;and
TERM The City Councilors, Human Rights Commissioner, citizen review board member and the member
recommended by the police chief serve during their respective terms. Citizen members serve four year
APPOINTMENT The Mayor nominates and the City Council appoints citizen members to the Police Commission.
