BACKGROUND Each year the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2003. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The annual recruitment for boards, committees and commissions was initiated on July 19, 2004, and concluded on September 24, 2004. The recruitment was publicized on the Internet, through press releases, council newsletter items, city offices, and at city-related meetings and event. In addition, information and outreach on City boards, committees and commissions was available at the Eugene Celebration. Notices of the vacancies were mailed to a number of community organizations, and a list of interested parties. Members of the council were provided with copies of the applications. From this, the council selected those persons who were to be considered as finalists and who were subsequently interviewed by the council. If an applicant received five or more votes to be appointed, that person was presumed to be appointed and thus the motion to appoint reflects that presumption. The council may nominate applicants receiving less than five votes. Ballots for the Human Rights Commission and Planning Commission were provided to the City Council on October 27, 2004. The tally attached to this agenda item summary represents the ballots received by November 3, 2004. The terms on these boards, committees and commission begin on November 1, 2004. COUNCIL OPTIONS The City Council may 1. Appoint applicants who have been nominated; or 2. Appoint other applicants from the pool, or 3. Seek additional candidates for these positions. CITY MANAGER'S RECOMMENDATION The City Manager has no recommendation on this item; the appointments are made by the City Council. SUGGESTED MOTIONS Planning Commission There are two vacancies on the Planning Commission. Eleven applications were received and of those, six candidates were interviewed. No incumbents wished to be reappointed. Move to appoint Randall Hledik to Position 2 on the Planning Commission for a four-year term beginning November 1, 2004, and ending on October 31, 2008. Move to appoint Phillip Hudspeth to Position 3 on the Planning Commission for a four-year term beginning November 1, 2004, and ending on October 31, 2008. Human Rights Commission There are eight vacancies on the Human Rights Commission. Twenty-nine applications were received, two from current members who requested reappointment. Eleven persons were interviewed for the positions. Move to reappoint Surendra Subramani to Position 2 on the Human Rights Commission for a three-year term beginning November 1, 2004, and ending on October 31, 2007. Move to reappoint Dwight Souers to Position 6 on the Human Rights Commission for a three- year term beginning November 1, 2004, and ending on October 31, 2007. Move to appoint Ibrahim Hamide to Position 1 on the Human Rights Commission for a three-year term beginning November 1, 2004, and ending on October 31, 2007. Move to appoint Judith Castro to Position 3 on the Human Rights Commission for a three-year term beginning November 1, 2004, and ending on October 31, 2007. Move to appoint Elizabeth Ayedelott to Position 12 on the Human Rights Commission, the unexpired term of Sheila Coats, for a term beginning upon appointment and ending on October 31, 2006. It helps guide the growth and development of the community. The Planning Commission also decides appeals from the Hearings Official on certain land use applications. MEMBERSHIP There are nine positions on the Planning Commission; seven at large citizen positions and two ex officio TERM Planning Commission members serve four year terms. APPOINTMENT The City Council appoints the citizen members; the City Manager appoints the two ex officio members. Th Commission works with the State Bureau of Labor and other govemmental agencies to receive, refer, and investigate specific acts of discrimination in the community. It makes recommendations to the City Council to affirm, encourege, and initiate programs and services designed to effectuate the spidt and intent of federal, state, and municipal legislation prohibiting discrimination and to improve human relations within the city. MEMBERSHIP There are 14 citizens and one elected official on the Human Rights Commission. TERM Terms are for three years; the mayor may appoint the elected official on an annual basis. APPOINTMENT The City Council appoints the citizen members; the mayor appoints the elected official.
