1. PUBLIC HEARING:
An Ordinance Amending the Laurel Hill Plan Land Use Diagram to
Redesignate Property Identified as Tax Lots 199, 200, 300, Assessor's
Map 18-03-03-23 from Low-Density Residential to Commercial and to
Rezone the Property from R-1 Low-Density Residential to C-2 Community
Commercial; Adopting a Severability Clause; and Providing an Effective
Date
Mayor: Opens the Public Hearing.
Those wishing to speak during this pubfic hearing should have already
submitted a completed Request to Speak form to the information desk. If you
wish to speak and you have not already done so, please submit that form now.

The actions included in this ordinance are quasi-dudicial; so we will use quasi-
judicial format for this public hearing.
Do any councilors need to disclose any conflicts' of interest, ex parte contacts' or
biases, abstentions or challenges to impartiafity pursuant to Eugene Code EC
9. 7056?
Do any councilors have information to share based on visits' to the site ?
City Manager: Introduces topic, staff, and presents background information;
states list of criteria of approval.
Mayor: Testimony, arguments' and evidence presented must be directed toward
the approval criteria or other criteria in the plan that the speaker befieves
should apply to the decision.
The failure to raise an issue with sufficient specificity to allow the City Council
and parties to respond will preclude appeal on that issue.
Mayor: The Request to Speak forms have been separated into three groups and
speakers will be called in the following order: those in support of the proposed
ordinance, those with a neutral position, and those opposed to the proposed
ordinance.
Please give your name and address when you come to the podium to speak; you
will have three minutes to comment. The timer and lights' on the podium
indicate the time you have to speak. A yellow light will come on when you have
15 seconds' to complete your comments'. The red light indicates the end of the
three minutes.

2. PUBLIC HEARING:
An Ordinance Concerning Real Property Compensation; Adding Sections
2.070, 2.075, 2.080, 2.085, 2.090, and 2.095 to the Eugene Code, 1971;
Declaring an Emergency; and Providing an Immediate Effective Date
Manager: Introduces topic, presents background information.
Mayor opens the public hearing: Those wishing to speak during the Public
Hearing must submit a completed "Request to Speak" form to the information
desk, prior to the beginning of the Public Hearing. When you come to the
podium to speak, please give your name and address; you will have three
minutes to comment. There are lights on the podium; the yellow light indicates
you have 1.5 seconds to complete your comments. The red light indicates the end
of three minutes.
Mayor: Closes the public hearing.
Mayor: Asks for questions or comments from the City Council.
