City Releases 2014 Affordable Housing Request For Proposals
An estimated $1.5 million in federal HOME funds and an estimated $1.4 million in Eugene Systems Development Charge
waivers are available for the construction or preservation of housing affordable to low-income households in Eugene.
Proposals must be submitted to the City of Eugene by Thursday,
Sept. 18, at noon. All potential applicants are encouraged to contact
staff to discuss their project and potential uses of available resources
as soon as possible.
Eugene’s Affordable Housing program has provided HOME funding
for a number of successful projects recently, including: Bothy
Cottage (2014), a group home for female ex-offenders with children;
Stellar Apartments (2013), a 54-unit, multi-family housing complex
with a community building, playground, public art and community
garden; and Willakenzie Crossing (2012), a 56-unit, multi-family
complex with a supportive housing program for developmentally
disabled individuals to live independently. In addition to being well-
designed, these developments are also energy efficient to reduce costs for residents. Developments funded through the
Request for Proposals (RFP) process include one-, two-, and three-bedroom units available to households earning less than
50 percent of the area median income. The developments are distributed throughout the community, but in proximity to
shopping, schools, job opportunities, and public transportation.
The RFP process is open and competitive, resource-based awards are available upon satisfaction of the described criteria.
