Interviews for Boards and Commissions

COUNCILORS PRESENT: Bonny Bettman, George Poling, Nancy Nathanson, Scott Meisner, David
Kelly, Betty Taylor, Gary Pap6, Jennifer Solomon.
Council President Bonny Bettman called the meeting of the Eugene City Council to order.
A. INTERVIEWS FOR BOARDS AND COMMISSIONS
The council interviewed candidates for positions on the Planning Commission, Budget Committee, and the
Toxics Board. The candidate for the Planning Commission was Justin Wright. The candidates for the
Budget Committee included Robert Cassidy, Kate O'Donnell, and Mike Clark. David Doll and Douglas
Brooke were interviewed for positions on the Toxics Board.
Ms. Bettman greeted each candidate in mm and informed them that the councilors who were unable to
attend the meeting would listen to tapes of the interviews.
All candidates for the Planning Commission positions were asked the following questions:
1. ~/hy did you apply for the Planning Commission and what do you hope to contribute? Do you see
yourself as representing any particular point of view or group?
2. ~ffhat is your experience working with a group effectively and especially with regard to long
processes? Have you had prior experience working with groups in a collective manner?
3. In your opinion, which issue should be given the highest priority by the Planning Commission
over the next four years? ~/hy do you consider this the most important issue?
4. The Planning Commission must often balance competing interests when developing planning
documents and making land use decisions. In your opinion, what are the most important factors
for the Planning Commission to consider in its decision making?
5. Please share your views on how the Planning Commission can foster involvement of the whole
community in long-range planning projects.
All candidates for the Budget Committee positions were asked the following questions:
1. In your opinion, which issues should be given highest priority by the Budget Committee over the
next four years? I4Zhich of these do you consider to be most important, and why?

2. In the past few years, the Budget Committee has been required to make difficult funding choices
that have resulted in the loss of services to citizens and the loss of jobs to employees. What fac-
tors most influence you when faced with a difficult financial decision?
3. Do you have suggestions for ways to improve citizen understanding of the City 's financial condi-
tions, budget priorities, and process?.
4. Do you have any questions of us? Is there anything you would like to add?.
All candidates for the positions on the Toxics Board were asked the following questions:
1. Which position or type of position on the board are you applying for?
2. To be a member of the business side, you must be employed or be an agent of a company required
to report. For the right-to-know side, you must have a demonstrable record of advocating for the
public's right to know. Please tell us how you qualify for board membership.
3. What is your understanding of the purposes of the City's Toxics Right-to-Know Program?
4. What is your understanding of how the program functions?
5. As a member of the Toxics Board, what improvements would you like to make? What problems
would you like to solve?
6. Do you feel that you can work effectively with the other members of the board, some of whose
viewpoints on certain issues may be diametrically opposed to yours? Why?
At the conclusion of each interview, Mr. Poling informed candidates that the council would make its
appointments at the council meeting of November 8, 2004.
The meeting adjourned at 7:15 p.m.
