ISSUE STATEMENT
This is an action item to appoint one member to the Lane Workforce Partnership Board.
BACKGROUND
When needed, interim appointments are made to various boards, committees, and commissions outside
of the regular annual recruitment process. Several appointments were made to this body in July 2004.
Based upon a recommendation from the Eugene Area Chamber of Commerce, the Mayor nominates and
the City Council appoints representatives to the Lane Workforce Partnership Board of Directors. This
intergovernmental body directs the operations of local employment and training programs funded under
the federal Job Training Partnership Act. It is a private nonprofit organization dedicated to providing
job training and stay-in-school services to low-income residents and dislocated workers throughout Lane
County. Federal regulations require that the City of Eugene seek nominations from a general purpose
business organization. Residency within the Eugene city limits is not required for consideration for
appointment. The by-laws of the organization call for a board of up to 15 members composed of
persons representing a number of stakeholders in local work force issues.
RELATED CITY POLICIES
There are no policy issues related to this appointment. However, the City is a signatory of the
agreement between local governmental entities and non-governmental organizations which join together
to form the Lane Workforce Partnership. That agreement delineates the process function of the
partnership, its board and the process by which members are appointed.
COUNCIL OPTIONS
The City Council can vote to approve this nomination; it can also request additional information or
background on this applicant and delay the vote, or reject the applicant entirely.
CITY MANAGER'S RECOMMENDATION
It is recommended that the City Council approve the move to appoint this nominated applicant.

SUGGESTED MOTION
Move to appoint Shondra Holliday to new board position on the Lane Workforce Partnership Board of
Directors for a three-year term, beginning upon appointment and ending on December 31, 2007.

The Lane Workforce Partnership has a Eugene business representative vacancy on its board of directors.
The Lane Workforce Partnership has recruited Shondra Holliday, Administrator for Lone Oak Assisted
Living, to fill the vacancy.
Enclosed is a letter from the Eugene Chamber of Commerce approving the nomination of Ms. Holliday.
The Workforce Investment Act of 1998 requires that local workforce investment boards, i.e., the Lane
Workforce Partnership board of directors, be comprised of a majority from business. Business
representation must be owners of businesses, chief executives, or operating officers of business or
employers with optimum policymaking or hiring authority; represent businesses with employment
opportunities that reflect the employment opportunities of the local area and; are appointed from among
individuals nominated by local business organizations, i.e., the Eugene Chamber, and business trade
associations.
We are requesting the Eugene City Council appoint Ms. Holliday to serve on the Lane Workforce
Partnership board of directors from October 2004 through December 31, 2007.
