Rest Stop Veterans Continue Caring for Eugene’s Parks
On a recent fall day, veterans living at one of two rest stops in Eugene could be found at Owen Rose Garden placing 20
yards of chips in tree wells. This isn’t the first time they’ve lent a hand. Since last spring, rest stop veterans have been
working with the City’s Eugene Parks Stewards (EPS) Program and
volunteering for three-hour shifts twice a month.
Their projects range from painting light poles in Skinner Butte Park
to removing invasive species in natural areas. Executive Director of
Community Supported Shelters Erik DeBuhr says, “It gives the
volunteers the ability to view themselves in a positive way in their
community, which is the beginning of them improving their life
situation.”
While access to the appropriate rain gear and places to dry off during
the winter months may be somewhat challenging, the EPS program is
working to find a solution and hoping this team of volunteers will be
continuing their efforts.

Shows by and for Kids at Eugene Public Library
This month, kids take to the stage at the Eugene Public Library. On First Friday, Dec. 5, enjoy a delightful free concert of
holiday favorites and jazz standards performed by Shasta Session Jazz Choir. The choir is an award-winning ensemble of
7th and 8th graders from Shasta Middle School in the Bethel School District.
Also in December, all locations of the Eugene Public Library will host free
opportunities for children to learn about and enjoy the classic Nutcracker ballet as
performed by the Eugene Youth Ballet. Costumed dancers will visit Family Storytimes
at the Sheldon Branch on Friday, Dec. 5, at 10:15 a.m., and at the Bethel Branch on
Friday, Dec. 12, at 10:15 a.m.
On Wednesday, Dec. 10, the full troupe will perform The Nutcracker: Short & Suite, a
child-size version of the ballet, at the Downtown Library at 4 and 6 p.m. Travel the
globe with these dancers and dream of sugarplums all night.

Volleyball League Offers Fun and Chance to Bend Rules
Eugene Recreation’s co-ed, self-officiated volleyball league offers players fun, competitive games, an easy way to exercise,
and an opportunity to bend the rules.
Each team consists of six players age 14 and up, with a minimum of two
women and two men. In these games, team captains call major faults, either
on their own players or on a member of the opposing team. Disputes are
solved between the captains, but the gym supervisor can be called upon to
settle the matter or rule the point be replayed.
One very different twist to this league is that, with the mutual consent of the
two captains, any of the rules may be modified to ensure all players have a
fun experience.
The City of Eugene will accept registrations for its co-ed, self-officiated
volleyball program from Jan. 6 - 9, from 9 a.m. - 5 p.m., at the Athletics Office,
2700 Hilyard Street (in the Amazon Center). League play begins Thursday,
Jan. 29, and continues through March.
Registration is currently underway through Dec. 26 for winter ultimate and soccer. For more information about City adult

Input Sought for Transportation Safety Action Plan Update
The Oregon Transportation Safety Action Plan (TSAP) envisions a future where Oregon’s transportation-related death and
injury rate continues to decline. It envisions a time when days, then weeks and months, pass without a single fatal or
debilitating injury. The TSAP works in conjunction with the state’s overall guiding plan, the Oregon Transportation Plan.
The TSAP establishes goals, strategies and initiatives that address the core transportation safety challenges and
opportunities facing Oregon. It was last updated in 2010, and is available to view online.
The public is invited to offer ideas for improving the “4 Es” (enforcement, engineering, education, and emergency medical
services) of traffic safety in the community. A public input session is scheduled Thursday, Dec. 11, from 8:30 a.m. to noon,
at the Eugene Public Library, 100 West 10th Avenue.
The meeting will include an outline of the transportation safety planning process, an overview of transportation safety-
related data, including statewide data and data specific to the local area, and a discussion of statewide and local safety
challenges and opportunities. Those interested in providing input, who cannot attend the meeting, are encouraged to

International Human Rights Day Celebration: December 10
On Wednesday, Dec. 10, the Human Rights Commission will join communities around the
world in hosting an event to celebrate the Universal Declaration of Human Rights with a
focus on the intersection of racism and rights. The celebration will be held from 6 - 8 p.m.
in the Hult Center Studio.
This event will feature a proclamation from Mayor Kitty Piercy, a keynote address by
Human Rights Commissioner Ken Neubeck, and exhibits exploring local issues of race,
identity, history and community. Entertainment will be provided by NAACP ACT-SO
student Asia Wooten. Dessert will be served following the program.
The International Human Rights Day Celebration is free and open to the public. Elected
officials and City staff are encouraged to attend.
