BACKGROUND Each year the council makes appointments to boards, committees and commissions. The last major recruitment and appointment process occurred in October 2004. Chapter 2 of the Eugene Code addresses standing committees to the City Council and the appointment process for those. For most standing committees created in the Code, the council is the appointing authority. The Eugene Code requires that the Police Commission membership include one member of the Human Rights Commission. For the Police Commission, the mayor nominates candidates and the City Council makes the appointment from the list of nominations. With the resignation of Councilor-Elect Andrea Ortiz from the Human Rights Commission in October 2004, the mayor must nominate an interim replacement for that slot. At the October 19, 2004, Human Rights Commission meeting, the members supported a motion to forward the name of Neil Van Steenbergen to Mayor Torrey for nomination to fill the unexpired term created by the resignation of Councilor-Elect Ortiz. RELATED CITY POLICIES The boards, committees and commissions serve as advisory bodies to the City Council in the development of various city policies. COUNCIL OPTIONS The City Council may: 1. Appoint mayor's nominee; or 2. Request additional nominees for this position. SUGGESTED MOTIONS Move to appoint Neil Van Steenbergen to Position 9 on the Police Commission, the unexpired term of Andrea Ortiz beginning upon appointment and ending on October 31, 2005. Citizen members serve four year APPOINTMENT The Mayor nominates and the City Council appoints citizen members to the Police Commission.
