REMOVING ON- STREET PARKING FROM THE WEST SIDE OF
TIMBERLINE DRIVE FROM THE PRIVATE ROAD SERVING 2700 -2750
TIMBERLINE DRIVE SOUTH TO WINTERCREEK DRIVE.
The Traffic Engineer of the City of Eugene finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002,
the City Manager is designated as the administrative head of the City, and is specifically
authorized to appoint and remove all employees (except as otherwise provided in the Charter),
and to enforce all ordinances of the City. In addition, EC 5.040 authorizes the City Manager or
the Manager's designee to take administrative action establishing parking area time limitations,
including the form of permissible parking, and imposing conditions upon which the streets and
other public property may be used for parking. EC 5.055 sets forth the criteria the City Manager
or the City Manager's designee should consider when taking administrative action authorized by
EC 5.040.
B. On September 24, 2009, the City Manager issued Administrative Order No. 58-
09-14, delegating to the Traffic Engineer the authority to exercise duties and responsibilities
granted to the City Manager by Sections 5.040 and 5.050 of the Eugene Code, 1971. In addition,
Administrative Rule R -5.045 assigns additional responsibilities to the Traffic Engineer.
C. On April 2, 2015, the City Manager issued Administrative Order No. 58- 15 -04,
appointing me as the City's Traffic Engineer.
D. I find that parking should be removed on the west side of Timberline Drive from
the private road serving 2700 -2750 Timberline Drive south to Wintercreek Drive. In making this
determination, I have considered all the applicable criteria set forth in EC 5.055. Based on the
applicable criteria set forth in EC 5.055, the following findings support my decision to remove
parking from the location:
1. By Resolution 4608, the City Council adopted the Design Standards and
Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways which includes
parking as an optional feature of Neighborhood Collector streets. By Ordinance No.
20181, the City Council adopted the Street Classification Map that designated Timberline
Drive as a Neighborhood Collector street.
2. The Adopted Design Standards and Guidelines establish design guidelines
for travel lane width on Neighborhood Collectors at 12 feet when the road is an identified
bike route and establishes the minimum bike lane width at 5 feet.

3. The AASHTO Guide to Bicycle Facilities, 4 th Edition recommends bike
lanes on both sides of a two -way street except for streets with appreciable grade. On
streets where downhill grades are long enough to result in bicycle speeds similar to motor
vehicle speeds, then a bike lane may be provided only in the uphill direction where speed
differential may present a safety issue.
4. Bike lanes are not a standard feature of Neighborhood Collectors. The
existing Neighborhood Collectors south from Bailey Hill, starting with Warren and
continuing as Timberline Drive have marked bike lanes. This extension of the uphill bike
lane improved the bicycling network.
5. Timberline Drive will be undergoing a Pavement Preservation project,
providing the City with an opportunity to develop bicycle facilities to adopted and
recommended standards.
6. If parking is removed from the west side of Timberline Drive, Timberline
Drive is wide enough to support the addition of an uphill bike lane. The width of
Timberline Drive varies from block to block but features a consistent minimum width of
29' -6 ". The existing street cross section would provide for two 12' travel lanes and allow
for a marked bike lane at least 5' wide. Any additional street width will be added to the
bike lane up to 6 foot maximum. Any additional width will be added to the travel lanes.
7. Representatives from adjacent homeowner's associations (Somerset Hills
VIII and Somerset Hills III) are supportive of removing parking due to the
unpredictability of the presence of on- street parking and narrowing of the street that
occurs when cars are parked on the street.
8. On- street parking bays exist on the east side of Timberline Drive between
Skyview Lane to Wintercreek Drive. All observed on- street parking demand can be
accommodated within these east -side parking bays if on street parking were removed
from the west side.
9. Removing parking from the west side of Timberline Drive will provide
space to extend the current uphill bike lane to the south providing a safer space for people
on bikes to operate, making the adjacent travel lane width more predictable, and enabling
the public to use Timberline Drive in a more efficient, multimodal manner and, therefore,
is in the best interest of the public.
On the basis of these findings, I order that:
1. Parking shall be removed from the west side of Timberline Drive from private
road serving 2700 -2750 Timberline Drive to Wintercreek Drive. This parking restriction will be
in place at all times.

2. If, by action of a hearing official having jurisdiction to review this administrative
order, any portion of this administrative order is stricken or modified, such action by the hearings
official shall have no effect on the validity of any other section or provision hereof, all of which
will remain in full force and effect.
