The award represents a successful safety program with few or no lost-time days for the reporting period. The award is based on the number of lost-time injury cases per 100 full-time employees. The Injury Frequency Rate for the City of Eugene was 1.58 for the fiscal year 2003-2004. CIS Executive Director Noel Klein said "Any city that becomes a safety award medalist can be proud, as this represents recognition for having achieved great success with excellent results." The award marks the fourth consecutive year the City of Eugene has received such recognition. This award recognizes the continued safe work performance of City of Eugene employees and their contribution to a dedicated proactive safety program. The framed award certificate is on display in the Human Resource and Risk Services lobby at City Hall, Room 101. For more information, contact Mike Pungercar at 682-5762. Art Careers Art Show and Sale On Friday, December 10, from 4 - 7 p.m. and Saturday, December 11, from 10 a.m. - 2 p.m., be sure to stop by Hilyard Community Center for the Art Careers Art Show and Sale. A variety of quality artistic pieces will be displayed and available for purchase, including paintings, cards and jewelry. Refreshments will also be served. Art Careers is a cooperative program between Hilyard Community Center and Amazon Community Center that provides individually progressive programs in handicrafts and art for the developmentally and/or physically disabled adult population of Eugene. Participants gain knowledge of various artistic skills while promoting personal identity and pride, enhancing self-esteem, and fostering socialization and inclusion. Each term, 12 to15 students participate in the program. Several individuals have been involved in the program since its conception in 2000. The program also provides income earning opportunities for the participants through gallery shows and sales. An artist can sell between $10 - $300 worth of art at each show, with proceeds going directly to the artist. For more information, contact Recreation Programmer Molly Elliott at 652-6307. EUGENE CITY COUNCIL NEWSLETTER PAGE 1 December 9, 2004 FYO9-FYl l Draft Capital Improvement Proqram Now Available for Review Updated every two years, the City's Capital Improvement Program (CIP) forecasts the capital needs for the Airport, parks and open space, public buildings and facilities, stormwater, transportation and wastewater services. The underlying strategy of the CIP is to plan for land acquisition, construction and preservation of public facilities necessary for the safe and efficient provision of services. The FY09- FY11 Draft CIP includes approximately $156 million in projects expected to be built or acquired in the next six years and identifies additional projects costing $227 million for which funding has not been identified. Projects with funding available between July 1,2005, and June 30, 2006, will become the basis of the City's FY06 Capital Budget. The Draft CIP will be reviewed by the Planning Commission and Budget Committee before it is ultimately adopted by the City Council. The tentative CIP review schedule is listed in the table below. December 13, 2004 The Planning Commission will hold a work session to review the Draft CIP. December 14, 2004 The Planning Commission will conduct a public hearing in order to consider public testimony. After considering public testimony and reviewing the Draft CIP, the Planning Commission will forward its comments to the Budget Committee and City Council. February 7, 2005 and The Budget Committee will review the Draft CIP with primary focus on February 22, 2005 financial and budget issues. Its recommendations and comments are forwarded to City Council. February 25, 2005 The City Council will conduct a public hearing on the Draft CIP in order to consider public testimony. The City Council may choose to adopt the Draft CIP at this meeting. March 7, 2005 The City Council may choose not to take action 2/25/2005. If so, the council is scheduled to finalize and adopt the CIP at this meeting. April 29, 2005 The Adopted FY06-FY11 CIP will be distributed and posted to the City's web site. Comments from the public on the Draft CIP are welcome. The Draft CIP has also been posted to the City's web page at http://www.ci.euqene.or, us/ASD/Finance/CIP/CIP 2006/CIP Fulll.pdf and is available at a variety of public locations including the City Manager's Office at City Hall and the Finance Office on the fourth floor of the downtown Library. Draft CIPs have also been sent to the chairperson of each neighborhood association along with an offer to make a staff presentation on the CIP at any upcoming neighborhood meeting. Eu.qene Stream Team Volunteers and UO Students Monitor Fish at Delta Ponds During a brief interlude of sunshine on Saturday, December 4, Stream Team volunteers and students from the University of Oregon's Environmental Studies Service Learning Program gathered at the new fish trap they helped to install at Debrick Slough in November and learned how to operate the fish trap and identify the fish that pass through it. The project launches a new wildlife monitoring effort at Delta Ponds, the nearly 150-acre natural area located in the heart of the city, off Goodpasture Island Road. The training, which included a session on fish identification in addition to the hands-on demonstration at the fish trap, was conducted by Erik Moberly, a biologist from the Oregon Department of Fish and Wildlife. The slough connects the northern portion of Delta Ponds to the Willamette River. The new fish trap, located off Delta Highway just north of the Beltline Bridge, will allow City staff to monitor what fish species are moving back and forth from the river into Delta Ponds by way of the slough. The fish trap will be monitored daily throughout this winter and spring, and Stream Team volunteers will continue to monitor the trap after the ponds are connected to the river in a joint City/Army Corps of Engineers construction project. The ongoing monitoring will help determine how fish populations respond to the hydrological changes that result from reconnecting the ponds to the river. EUGENE CITY COUNCIL NEWSLETTER PAGE 2 December 9, 2004 Funded by the $6.2 million City/Army Corps of Engineers partnership, this fish monitoring project and other wildlife monitoring efforts are all part of the larger effort to increase river flows through Delta Ponds and provide better habitat for salmon and native plants and animals. Other recent accomplishments at Delta Ponds include the removal of 28 acres of ivy, blackberries and other invasive species by mid-December, the completion of a concrete path in the northern section of the ponds, significant progress by several local Rotary clubs on an extensive gravel path system in the same area, a $250,000 appropriation from Congress for the restoration and recreation project, and the addition of two new project partners, PeaceHealth and Willamette Riverkeeper.
